@EmberAmane oh, if your dough passes the window test(stretch thinly and doesn't rip), then it's the shaping step. the key is to align the dough gluten so that it expand up like balloon, and the surface must be dusted lightly so the gluten won't ripped

It seems that your dough gluten is not well developed. personally i never trust the fold and stretch method lmao, just some influencer crap
you'll need to shape the dough so the gluten wrap around tightly, then once it in the oven, it'll swell up. if your gluten structure is weak, it'll end up like sponge cake, which is what you have rn. the relief cut is design to let the inner gluten layer expand, not constricted by the outer layer
