Easy one! It's an OTP-encrypted message: "How much time did you spend on this, sucker?", ASCII-decoded to bytes, encrypted with an OTP, encoded as Base-256. The spaces are only for better readability of the Base-256. As you can see, the OTP was hardly generated with a cryptographic RNG.
