Hardly anyone in India today even knows about the Jain Hawala scandal. The Scandal India Pretended Never Happened: The Jain Hawala Diaries Yet in the 1990s it shook the entire political system. And the most shocking part? It didn’t begin with politicians. It began with terrorism. In 1991, security agencies arrested Ashfaq Hussain Lone, a militant linked to the Jammu and Kashmir Liberation Front (JKLF). During the investigation, authorities uncovered evidence of hawala money being routed through India to fund militant networks in Kashmir. Following that trail led investigators to Delhi-based businessmen S. K. Jain and J. K. Jain. When the Central Bureau of Investigation (CBI) raided their premises, they discovered something explosive. Handwritten diaries. Those diaries allegedly recorded hawala payments totaling around ₹65 crore between 1988 and 1991. But instead of full names, the entries used initials. Investigators believed those initials corresponded to some of the most powerful politicians in India. Among the names investigators linked to those entries were: • L. K. Advani

• Devi Lal Leaders from multiple political parties appeared in the alleged records. The entries reportedly looked like this: “LK – 35”

“VC – 20” Investigators believed the numbers represented lakhs of rupees transferred through hawala operators. No bank transfers.
No official records. Just a shadow system moving money across borders. The scandal exploded in the media. Eventually the case reached the Supreme Court of India through a public interest litigation. This led to the landmark Vineet Narain vs Union of India judgment in 1997, which forced reforms to strengthen the independence of the CBI. But here’s the twist.
