DMRE is centralised Nationally - It is only the DMRE that can award Mining Licenses/PR's & Permits. Regional Managers who approve the licenses are directly employed by the National Department. The only involvement the Province can have in the application process is on matters regarding the EIA & area focused stakeholder management. 2. For the simple reason that MEC's don't award Tenders.
