There was Patel. I don't like debating alternate TL, but these are hypotheticals that are consequences of past effects. You neither can predict nor give any kind of verdict in that. Nehru was starting from zero with unconditional support, and he did a lot of things wrong.

Plenty of people who defend Modi use the line "If not Modi, then who?", it applies as much as to Nehru. We had people opposing projects like Damodar Valley Corporation (which ended centuries of flooding and suffering by construction of dams). And Nehru pushed it through.
