It doesn't matter if it was racist or not. He's an officer of the law. He purposefully violated the law by initiating physical contact with two people that were minding their own business, so that he could manufacture a confrontation. What happens if this is outside a stadium & those guys rightfully mouth off at the officer (which is both legal & justified)? You absolutely CANNOT have that kind of person with a gun or a badge. You just can't. He can go do something else for a living, but he does not have the character, self-control, or decision-making to serve his role as a public servant.
