When ATR drops below its recent average, a lot of traders reduce their size because "the market isn't moving." That's backwards.
If your sizing formula is based on the distance to your stop loss, and your stop is based on ATR, compressed volatility means a tighter stop. A tighter stop with the same percentage risk means a larger position. You're not taking more risk. You're taking the same risk with a bigger position because the invalidation point is closer.
This is actually where some of the best risk-to-reward setups live. Compressed ranges tend to resolve with expansion. If you're positioned with the right size during the compression, the breakout gives you an outsized return relative to the risk taken. The stop was tight because the range was tight. The move is large because compression preceded it.
The trap is sizing down during these periods "to be safe" and then watching the breakout happen with half your normal exposure.
