Wan closed the portals because humans and spirits literally could not coexist peacefully yet. Korra opened them because separating the worlds had created a different kind of imbalance centuries later. Wan lived during a time where spirits constantly attacked humans,humanity survived in isolated Lion Turtle cities, fear and chaos ruled the world,and Vaatu’s influence was tearing reality apart. Closing the portals was for stabilization stating that he would be the bridge between both worlds . Humanity needed time to develop civilization without constantly fighting spirits. Wan basically chose survival first. Without that decision, humans may never have progressed into organized nations at all. But by Korra’s era, the problem had flipped completely.Humans had become dominant to the point that spirits were displaced, nature was industrialized and the spiritual side of the world was fading away. The separation Wan created eventually caused humans to forget spirituality entirely. Spirits became myths instead of part of everyday life. Korra realized the imbalance was no longer spirits threatening humans it was now humans disconnecting themselves from the spirit world. So reopening the portals was her attempt to heal a divide that had existed for 10,000 years. What makes this fascinating is that the Avatar world never presents balance as a permanent solution. Every Avatar solves the crisis of their own age. Wan separated humans and spirits. Aang restored peace between nations. Korra reconnected the physical and spiritual worlds. And each solution creates new future problems. Wan’s world needed boundaries. Korra’s world needed reconnection. Ironically, Korra may not have undone Wan’s legacy she may have completed it.
