For cinder blocks, **larger holes (cores)** are generally better for insulation. They reduce the concrete webbing that acts as a thermal bridge, and give more volume to fill with insulating material like foam, perlite, or vermiculite.
Standard empty 8" blocks are only ~R-1 to R-2. Filling the larger cores can bump it to ~R-3–4, but that's still low. For real performance, add continuous rigid foam or other insulation on the interior/exterior face.
