@MistysDinnerHat @KRice7 @jdpoc No, it’s not unclear at all whether the salute out of uniform is appropriate. There is no “Commander in Chief” uniform as he’s over all branches. It’s 100% appropriate for him.

@KRice7 @jdpoc He is Commander-in-chief. It's a bit unclear if a salute is appropriate if not in uniform, but it is too awkward for the President to not return salutes; Regan started returning salutes, I think all since him do as well.

Trump at the Superbowl was soundly booed and hissed. Heard clearly international coverage and commented on in multiple countries. US TV networks overlayed canned 'cheers' instead.
