The accused, a 65-year-old man and a convicted repeat offender, was out on bail despite prior charges under the POCSO Act. That such an individual, previously jailed and known to be a threat was allowed to move freely, without supervision or monitoring in the vicinity of children, is deeply disturbing. This is not merely a heinous crime; it reflects a grave failure of the system to protect the most vulnerable. Equally alarming is the broader trend. Reported POCSO cases in Pune have risen from 256 in 2024 to 311 in 2025, with similar patterns emerging across other cities in Maharashtra. These figures point to a systemic crisis that demands urgent, structural intervention like: * Mandatory post-conviction monitoring and tracking of repeat sexual offenders, * Stringent bail restrictions in cases involving repeat offenders under POCSO * Fixing full institutional accountability for lapses in such cases Jamaat-e-Islami Hind, Maharashtra calls upon all sections of society: citizens, community leaders, educators, and authorities - to become proactive in ensuring safety, dignity, and justice for every girl and woman. We feel that at a deeper level, this crisis cannot be addressed by legal measures alone. Laws, however strict, are insufficient without a parallel moral awakening in society. Islam unequivocally upholds the sanctity of human life and dignity, and prescribes severe accountability for those who violate it. At the same time, it emphasizes taqwa (God-consciousness) as the strongest internal restraint against wrongdoing. Moral education must therefore begin early, within families, schools, and communities, instilling respect, modesty, and responsibility. A society that loses its moral compass cannot be safeguarded by legislation alone. True reform requires both firm enforcement of justice and a revival of ethical and spiritual values, including a conscious awareness that every action is ultimately accountable before the Almighty in the Hereafter. In cities already facing rising heat levels, pollution, and shrinking green spaces, the loss of trees can have serious consequences for public health and climate resilience. Faster approvals, without equally strong monitoring and accountability mechanisms, may lead to increased tree cutting and reduced scrutiny at the ground level. The requirement of compensatory plantation, while important, often falls short in practice due to low survival rates, lack of sustained monitoring and the presence of widespread corruption in our society. Moreover, replacement cannot fully replicate the ecological value of mature trees. Jamaat-e-Islami Hind, Maharashtra urges the government to ensure that ease of doing business goes hand in hand with environmental responsibility. Transparent processes, independent monitoring of compensatory plantations, and a clear priority on preservation of existing trees are essential. At the same time, the government has called for strict water conservation measures in view of a possible El Niño impact. Regional imbalances in development, along with the manner in which water is allocated between industry, irrigation, and the needs of the common citizen, remain critical policy concerns requiring careful and just management. Small farmers face uncertainty in irrigation, the common man struggles with rising tanker water costs, and residents in new settlements continue to face irregular water supply. It is also reported that 53 mills paid less than 80 percent of dues, raising wider concerns across the sector. The concentration of affected mills across districts such as Kolhapur, Sangli, Solapur, Latur, and Beed further highlights the widespread nature of the issue. At the same time, the decision by the Pune Municipal Corporation to stop constructing cement roads in narrow lanes and shift to asphalt reflects an acknowledgment of policy shortcomings. With nearly 900 km of such roads and repeated complaints of waterlogging, this move raises an important question: why were unsuitable and costly cement roads, at around ₹6,000 per sq m, implemented earlier when drainage systems were clearly inadequate? These developments raise deeper concerns. Why do well-funded plans and systems such as command and control centres fail during actual emergencies? How are public funds being prioritised and monitored? Why are corrective measures taken only after citizens face repeated distress? The burden of such governance failures falls disproportionately on ordinary citizens, especially those in low-lying and densely populated areas, where flooding directly impacts homes, livelihoods, and health. Jamaat-e-Islami Hind, Maharashtra urges the authorities to ensure transparency, accountability, and scientific urban planning in all infrastructure projects. Disaster preparedness must go beyond announcements and translate into effective ground-level action. The government is proposing a ₹2,000 crore programme, along with the use of funds collected by the Maharashtra Pollution Control Board and allocations from sand and minor mineral revenues to address the issue. However, this move raises important questions. How did the situation deteriorate to such an extent that rivers like the Mithi in Mumbai, Kalu in Thane, and Mula-Mutha in Pune reached critical levels of pollution? What explains the continued discharge of untreated sewage and industrial waste despite existing regulatory mechanisms? If the MPCB has already collected around ₹4,500 crore in penalties, why were these funds not utilised earlier for restoration and prevention? Concerns also arise regarding the funding model. Does reliance on public funds and resource-based revenues dilute the principle that polluters must bear the cost of environmental damage? How will accountability be fixed on industries and agencies responsible for repeated violations? How will affected communities, including farmers and urban poor living along riverbanks, be protected? Additionally, 9,266 schools continue with only one teacher, raising serious concerns about the quality of education and the burden on teaching staff. Such conditions affect children from rural and economically weaker sections. It further deepens the growing inequality in access to education. The widening gap between government and private schools is creating an unjust, two-tier system that perpetuates a system of "haves" and "have-nots," giving rise to class struggle.
