Highways & Transportation Public Safety (DPS, prisons) Health & Human Services Some Education Funding (but NOT the main source) General state operations When there is a budget surplus, that money comes from sales tax. Since 2012 Texas has cut $5.4 billion from public education, and that has resulted in raising local property taxes. Who pays more Property Tax?
