That is, unless the same organizations that roll out the mandates simultaneously and explicitly start considering preprints and their attendant open reviews (if they exist) as viable "currency" for reward. That can change everything.

No one is the wiser, many of the benefits of having a preprint are unrealized, and we are little closer to meaningful reform. They are free to ignore critical comments on their preprint, because hey, it's published. Mission accomplished.
