This is likely the last audio-related addition for the next release of SilentPatch: Passenger dialogue lines for running over people were fixed in SP as early as 2018, but those lines never worked for civilians. They have them in a separate "taxi" context, which SP now uses too.

Meanwhile, back in GTA San Andreas land, a simple code fix corrects the way CJ jumps on motorbikes from the front - he was sinking into the bike previously, most noticeably on Freeway. Now everything lines up well!
