@PennsylvaniaPol @TonyDowson5 Regarding your first question about the US official being the "wrong level" to meet in London: my sense was that the American was considered higher up in the US pecking order than Mr Stewart was in the UK equivalent; and the 'lower-status' party was the one expected to travel.

@TonyDowson5 Wtf does it even mean that a Minister of the Crown is at the "wrong level" to meet with an envoy in London but at the right level in DC? How is an minister of Her Majesty's Government "not allowed" to attend a meeting of civil servants who work for said Queen? Make it make sense.
