The San Bernardino County District Attorney’s Office announces recent developments in the prosecution of Woravit Mektrakarn, charged with PC 187(a) – Murder, in connection with the disappearance and presumed death of one of his employees nearly three decades ago. The victim, Luis Garcia, who worked for Mektrakarn at his Ontario, CA noodle business, was last seen on November 23, 1996, when he was believed to have met Mektrakarn to receive a final payment in a financial agreement. Luis Garcia was never seen again. Mektrakarn fled the United States shortly after the crime and lived under a falsified identity between Burma and Cambodia for nearly 30 years. In April 2024, he was apprehended under an alias and in disguise by the Royal Thai Police in Bangkok at the request of the United States. The U.S. Department of Justice’s Office of International Affairs and U.S. Embassy Bangkok worked with Thai authorities to secure his arrest and extradition. On January 16, 2026, Mektrakarn was extradited to the United States and escorted to San Bernardino by the U.S. Marshals Service. “This case demonstrates our unwavering commitment to pursuing justice, no matter how much time has passed,” said District Attorney Jason Anderson. “It also stands as a testament to the extraordinary efforts and partnerships of law enforcement agencies across the globe, whose dedication made this outcome possible.” Full release ➡️ da.sbcounty.gov/2026/01/26/fug… @TheJusticeDept Office of International Affairs @USMarshalsHQ

San Bernardino County District Attorney Jason Anderson announced today that Verizon Wireless will pay $7.7 million to resolve a statewide civil enforcement action involving environmental violations at hundreds of the company’s wireless telecommunication cell towers across Southern California. “Verizon’s failure to comply with law that govern hazardous materials created avoidable risks,” said District Attorney Anderson. “The investigation found consistent gaps in required reporting, employee training, and inspection access across hundreds of facilities. This judgment ensures accountability while strengthening transparency for first responders at thousands of cell towers and requires that Verizon maintain compliance going forward.” The case was filed in Orange County Superior Court by the Orange County District Attorney’s Office and brought by the District Attorneys of Ventura, Los Angeles, Imperial, Riverside, San Bernardino, and San Diego counties along with the Los Angeles City Attorney’s Office. On August 22, 2025 the San Bernardino County District Attorney’s Office filed six felony counts against Defendant Guillermo Humberto Cascante (57) of San Bernardino CA. Defendant Cascante is alleged to have kidnapped and sexually assaulted a minor in Highland, CA, and the minor victim was able to escape and immediately report the incident. At this time, our Office filed felony charges against Defendant Guillermo Humberto Cascante. The charges include PC 288(b)(1) – Forcible Lewd act on a child under 14, and PC 288(a) – Lewd acts on a child under 14. Additionally, special allegations have been alleged for aggravating circumstances including kidnapping and use of a firearm. His arraignment date is Monday August 25, at San Bernardino Justice Center @ 8:30am in department S7. Case # FSB25003113 Currently, a District Attorney Victim Advocate has contacted the victim and family to provide resources and support. SUSPECT 1: Jake Mitchell Haro, 32-years-old, Resident of Cabazon, CA SUSPECT 2: Rebecca Renee Haro, 41-years-old, Resident of Cabazon, CA VICTIM(S): Emmanuel Haro, seven-month-old Infant of Cabazon, CA This investigation began on August 14, 2025, as a reported kidnapping at the Big 5 in Yucaipa. The San Bernardino County Sheriff’s Department immediately dedicated all available resources to locate seven-month-old Emmanuel Haro. During the investigation thus far, numerous interviews have been conducted, search warrants have been served, digital and electronic evidence has been collected and closely analyzed. Based on the evidence, investigators determined a kidnapping in Yucaipa did not occur. It is believed Emmauel is deceased and the search to recover his remains is ongoing. Arrest warrants were obtained from the Riverside County Superior Court and on August 22, 2025, detectives from the San Bernardino County Sheriff’s Homicide Detail and Specialized Enforcement Division arrested Jake and Rebecca Haro at their residence in Cabazon, for PC 187 - Murder. Both suspects were booked in a Riverside County jail without bail. No other arrests have been made, and no suspects remain outstanding. While these arrests mark a significant development, our focus remains on finding Emmanuel. Sheriff Shannon Dicus stated, “The circumstances surrounding this investigation are tragic and we will continue to search for Emmanuel. I want to thank members of the San Bernardino County Sheriff’s Department, San Bernardino County District Attorney’s Office, Riverside County District Attorney’s Office, Riverside County Sheriff’s Department, the community, and media for bringing attention to this case. We are thrilled they decided to spend a few weeks with us learning various roles in our office! Our summer interns and law clerks come to us with various levels of schooling, from undergrad to already in law school. Our hope is that they learn as much as they can, leave inspired to continue to do great work in our communities, and look forward to seeing many of them as our future prosecutors⚖️
