Having talked to a lot of artists for Kansen Memory, there's multiple answers/reasons for this. It's one of the many reasons this direction is more harm. Ignoring the artists that have told me they dislike the game's direction/abandonment, there were these answers that I got:

Azur Lane will always be an anomaly to me, its never gotten many doujins despite it seemingly being the perfect game FOR that Kinda feeds into my opinion that the more a game tries to lead itself to fan service the less interested artists are in making content for it, very weird
