@scottdylan The issues you are highlighting are largely a result of the cultural and professional identity of probation having been subsumed by the prison service and civil service command and control. Without doubt, as part of HMPPS, probation is now part of the problem not solution.

Probation desperately needs 'fixing' by breking free of HMPPS and civil service command and control. It needs to regain its identity and locally-based control. It's called devolution!

This wasn't thought through properly. What about disabilities? People who move to different areas? The fact tests are difficult so moving to ones that come available sooner for cancellations.
