Fix probation, they have a massive recall rate. Why? Because they are overloaded and have become trigger happy to reduce case loads. So you’re releasing people on one hand and filling it back up on the other hand through recalls. Then to keep them in longer probation now is using MAPPA to avoid the 56 day automatic re-release so that they wait 9 months for a parole hearing instead. MAPPA was created for high risk offenders but is now being used for low risk. This is one of the big reasons that prison spaces are filling up so quickly again. Pausing or scrapping the 33% release plan is going to make the current issue worse when the system is at 97% capacity and rapidly increasing week on week. Where you gonna house newly sentenced prisoners? There isn’t the room. On top of this prison staff shortages from the stress being caused by the issue too is adding to the seriousness of the issue.
