If @DelhiPolice has given no such direction, why don't you initiate action against the hotel that gave this as reason & denied the guest a room?

@SalmanSoz @DelhiPolice The victim who was denied entry in a conversation with me cleared how he got a hotel in the same area after he was denied entry in the first hotel given the reason that it's @DelhiPolice instructions. Police can come here for clarification, when it should go and catch the owner.
