Well, if the electrical infrastructure is in part used to power manufacturing plants important to Iran’s prosecution of the war, it if it powers transportation used in part by the military, then it becomes a much more difficult argument to make. Remember also that Iran itself is being asked by Trump to not attack energy infrastructure and transport, which, as we all know, Iran has been doing. This feels like a very hard case to make.
