I travel to many cities... And I can tell how poor a city is - or how bad its public transport infrastructure is - just by counting these battery operated rickshaws. At this point, I don't think erickshaws are public transport anymore... They’re just an employment generation scheme. Since we can't build factories... it seems to be the only way to alleviate urban poverty. I'm pretty sure we’ve reached a 1:4 passenger to driver ratio on the roads today. Exempted from the permit system, these drivers feel exempted from traffic rules too. They park or stop their vehicles at any angle... right in the middle of the road.

भागलपुर के पीरपैंती थर्मल पावर प्रोजेक्ट के संबंध में कांग्रेस गठबंधन द्वारा फैलाए जा रहे भ्रम के संबंध में ————————————————— पीरपैंती थर्मल पावर प्रोजेक्ट बिहार के विकास, ऊर्जा सुरक्षा, रोजगार सृजन और औद्योगिक विस्तार के लिए एक ऐतिहासिक कदम है किंतु बिहार के विकास का विरोध करने वाली कांग्रेस पार्टी को यह प्रोजेक्ट रास नहीं आ रहा है। यही कारण है कि कांग्रेस पार्टी द्वारा इस प्रोजेक्ट को लेकर लगातार भ्रम फैलाया जा रहा है। इस प्रोजेक्ट से जुड़ी कुछ महत्वपूर्ण बातें आप सबों के साथ साझा कर रहा हूँ और आशा करता हूँ कि बिहार के विकास के लिए बेहद महत्वपूर्ण इस प्रोजेक्ट के सभी तथ्यों की सही जानकारी लेंगे और किसी भी पार्टी द्वारा बिहार के विकास को रोकने के कुचक्र को सफल नहीं होने देंगे। भूमि अधिग्रहण का तथ्य: पीरपैंती थर्मल पावर प्रोजेक्ट के लिए भूमि अधिग्रहण प्रक्रिया वर्ष 2010-11 में प्रारंभ की गई थी। •कुल 1020 एकड़ भूमि अधिग्रहित की गई। •80% रैयतों का भुगतान वर्ष 2015-16 में ही किया जा चुका था। •वर्तमान में कुल मिलाकर 97% रैयतों का भुगतान जुलाई 2025 तक पूरा कर दिया गया है। यह पूरी प्रक्रिया वैधानिक प्रावधानों के अनुरूप पूरी पारदर्शिता के साथ संपन्न की गई। पेड़ों का प्रबंधन: •कुल 10,055 पेड़ भूमि अधिग्रहण के समय गिनती में शामिल किए गए, जिनमें ज्यादातर पेड़ 2010-11 के बाद लगाए गए। •केवल पावर प्लांट क्षेत्र (300 एकड़) और कोल हैंडलिंग एरिया में कुछ पेड़ काटे जाएंगे। •इसके बदले में 100 एकड़ में कम्पल्सरी अफोरेस्टेशन के तहत ग्रीन बेल्ट विकसित की जाएगी। •यह सुनिश्चित किया जा रहा है कि पर्यावरणीय संतुलन बना रहे और स्थानीय पारिस्थितिकी को नुकसान न पहुंचे। जमीन का ट्रांसफर प्रक्रिया: पावर प्लांट स्थापित करने के लिए बिहार स्टेट पावर जेनरेशन कंपनी को वर्ष 2022 में ही 1 रुपये प्रति वर्ष के सांकेतिक दर पर लीज पर हस्तांतरण की स्वीकृति दी गई थी। •यह दर चयन प्रक्रिया का अभिन्न हिस्सा थी ताकि बिजली की उत्पादन लागत कम हो। •भूमि का स्वामित्व पूरी तरह से ऊर्जा विभाग, बिहार सरकार के पास बना रहेगा। •यह प्रक्रिया सार्वजनिक और पारदर्शी थी, ताकि बिहार के हित को सर्वोच्च प्राथमिकता दी जा सके। देश के कई राज्यों ने पहले से ही इसी प्रणाली के तहत पावर प्लांट हेतु निविदा निकाल कर बिजली क्रय की प्रक्रिया अपनाई है। इन राज्यों में प्रमुख रूप से शामिल हैं- पश्चिम बंगाल, महाराष्ट्र, उत्तर प्रदेश, असम, मध्य प्रदेश, राजस्थान निविदा प्रक्रिया की पारदर्शिता: •बिजली अधिनियम की धारा 63 के तहत Tariff Based Competitive Bidding (TBCB) के माध्यम से पूरी प्रक्रिया संचालित की गई। •DEEP पोर्टल पर ई-निविदा आमंत्रित की गई, जिसकी अंतिम तिथि 11 जुलाई 2025 थी। •चार प्रमुख कंपनियों ने निविदा में भाग लिया: 1.मेसर्स Torrent Power Limited 2.मेसर्स Adani Power Limited 3.मेसर्स JSW Energy Limited 4.मेसर्स Lalitpur Power Generation Company Limited •बिहार ने e-Reverse Auction भी आयोजित किया ताकि सभी बिडर्स को न्यूनतम दर पर बोली लगाने का समान अवसर मिल सके। •मेसर्स Adani Power Limited ने न्यूनतम दर ₹6.075 प्रति यूनिट Quote करके L-1 पोजीशन प्राप्त की। •इसके पश्चात् बिहार विद्युत विनियामक आयोग द्वारा इस दर पर बिजली क्रय की स्वीकृति दी गई और मेसर्स Adani Power Limited को LoA निर्गत किया गया। थर्मल और नवीकरणीय ऊर्जा की स्पष्ट व्याख्या: •₹3-3.50 प्रति यूनिट पर मिलने वाली Renewable Energy में दिन और मौसम के अनुसार बहुत अधिक बदलाव आता है। •Renewable Energy का Capacity Utilization Factor (CUF) मात्र 22% (Solar) एवं 32% (Wind) है। •थर्मल पावर हमेशा उपलब्ध रहती है और इसे Firm Power कहा जाता है। •इसलिए, थर्मल पावर की दर Renewable Energy से अधिक होती है, जो स्वाभाविक एवं नियामकीय प्रक्रिया का परिणाम है। यह परियोजना बिहार में स्थायी और भरोसेमंद ऊर्जा आपूर्ति का माध्यम बनेगी। इसके साथ-साथ यह राज्य में उद्योगों के निवेश, बुनियादी ढांचे के विकास और रोजगार सृजन के नए द्वार खोलेगी। सभी आरोप निराधार और भ्रमपूर्ण हैं। सरकार जनता के हित में पूरी पारदर्शिता और नियमानुसार कार्य कर रही है। आने वाले समय में इस परियोजना के माध्यम से बड़ी संख्या में लोगों को रोजगार मिलेगा। यह दुर्भाग्यपूर्ण है कि बिहार में लगातार बढ़ रहे औद्योगिक वातावरण और विकास कार्य कांग्रेस एवं उनके गठबंधन को रास नहीं आ रहा है । #BiharHaiTaiyar #RisingBihar #रफ़्तार_पकड़_चुका_बिहार
