except for the fights they have to face on their own, they spend a lot of time together, and it’s clear that they’re close from the beginning to the end of the manga

when they bring back izuku, shoto isn't standing next to him bc he can't enter at u.a. on that moment. he even remember "i think heroes cry when they need to" and takes care of izuku.
