W kuluarowych rozmowach w NATO Defense College w Rzymie usłyszałem opinię, że w polskich Siłach Zbrojnych spada odsetek dowódców biegle posługujących się językiem angielskim. Jeśli to prawda, to trudno zrozumieć, jak po niemal 30 latach członkostwa w NATO można awansować na stopień generalski bez biegłej znajomości podstawowego języka roboczego Sojuszu. Przecież interoperacyjność to nie tylko sprzęt, ale także zdolność do bezpośredniej komunikacji z sojusznikami. NATO od lat stosuje standard STANAG 6001 właśnie po to, by zapewnić wspólne kompetencje językowe. Jeżeli te informacje są zgodne z rzeczywistością, to mamy do czynienia z poważnym problemem. (A przy okazji jak wygląda znajomość języka rosyjskiego w naszych siłach zbrojnych czyli języka potencjalnego przeciwnika?) Może warto, aby dziennikarze wystąpili z wnioskiem do @KosiniakKamysz o udostępnienie informacji publicznej dotyczącej poziomu znajomości języka angielskiego wśród wyższej kadry dowódczej Wojska Polskiego. Taka wiedza leży w interesie bezpieczeństwa państwa.

I spent the entire day yesterday at the @NATO_DefCollege in Rome with senior officers from NATO and partner countries: including Qatar, Japan, Georgia, and Ukraine - preparing for future general officer appointments. Together with Professor @PatPorter76, I had the pleasure of debating two Oxford motions: 👉Should Europe take primary responsibility for its own security? 👉Should Europe develop its own independent nuclear deterrent, separate from the United States? We answered dozens of challenging questions from the future of transatlantic deterrence to why Poland invests in expensive submarines that appear of limited utility in a conventional war against Russia? One of the most fascinating parts of the discussion concerned the evolving U.S. force posture in Europe. There appeared to be broad consensus among the senior officers that if a major war broke out in Europe, the United States would undoubtedly deploy, enter the theatre, and ultimately help defeat Russia. Patrick and I agreed that this is reassuring - but we also argued that this is precisely the wrong benchmark. We need the United States in Europe not because we doubt who would win a war. We need America in Europe to prevent that war from happening in the first place. We are not worried about winning the next war; we are worried about having to rebuild Europe from ruins once again.

I held a meeting with @sikorskiradek today in Warsaw. Poland is vital for Ukraine, just as Ukraine is for Poland. We share a common enemy—Russia—and a common challenge: Russian aggression. Today, Ukraine is defending not only its own security, but also the security of Poland and the entirety of Europe. In 2022, during our darkest hour, Poland was the first to extend a helping hand to Ukraine, providing unprecedented support. Ukraine deeply appreciates and will always be profoundly grateful for this. As President of Ukraine Volodymyr Zelenskyy has stated, answers can always be found if we are ready to be strong neighbors and if we genuinely want to find those answers. Ukraine remains open to an equal and honest dialogue. I proposed a package of anti-crisis steps. This includes initiating consultations between our Ministries of Foreign Affairs, organizing a meeting of World War II expert historians who participated in the Polish-Ukrainian Congress of Historians in May, and reaching out to the religious leaders of both nations to leverage their authority in our bilateral dialogue. We noted that significant progress has been made over the past year and a half in overcoming sensitive issues of our historical past. Exhumations have been unblocked, and the work of the historians' congress has resumed. Ukraine will continue to issue permits for search and exhumation operations. I reaffirmed to Radek once again that the Ukrainian military's choice of unit name carried no anti-Polish intent. We respect the history of others, and we expect the same approach toward our own history and independence from our partners. I separately briefed Radek and the Polish team on the situation on the front lines and the successes of the Ukrainian Armed Forces, particularly our effective long-range sanctions against the aggressor state. I received assurances that Poland will steadfastly continue to support Ukraine in strengthening our defense capabilities. We discussed in detail the prospects of military-technical cooperation and exchanged views ahead of the NATO Summit in Ankara. Our discussions also centered on cooperation between Ukrainian and Polish companies, particularly joint projects for the reconstruction of Ukraine. We noted that URC-2026 in Gdańsk was a highly successful event that positively impacted the growth of business cooperation between our countries. Furthermore, we discussed expediting customs procedures for citizens and businesses, as well as developing border checkpoint infrastructure. I also thanked the Polish side for their swift response to cases of hatred and xenophobia against Ukrainians in Poland. I want to thank Radek for a candid and constructive conversation. Our job as diplomats is to maintain dialogue and utilize every tool in the diplomatic arsenal to solve problems. It is time to set emotions aside. Ukraine is fighting an existential battle with the support of our allies and partners. We possess enough wisdom, lessons from our shared history, and political will to put an end to the applause in Moscow, which rejoices at any rising tension between two of the closest neighbors. History will not forgive us if this opportunity is squandered.

Opisuje je @onetpl i @Telegraph. Przestrzegam przed rozgrzewaniem emocji - ostrzeżenia takie są publikowane od dawna. I od dawna rosyjskie zagrożenie obejmuje potencjalne działania kinetyczne na naszym terytorium. Zakładaliśmy takie scenariusze już w 2021 roku. Nic nowego. Trudno oceniać wiarygodność konkretnych scenariuszy opisywanych teraz szczegółowo przez media. Ale pewne jest, że rosyjskie zagrożenie ma charakter stały i jest w fazie eskalacji. Pisałem o tym wielokrotnie w ostatnich miesiącach. Kreml ma potrzebę zaognienia sytuacji, a struktury wywiadowcze Rosji wciąż wskazują na Polskę jako jednego z głównych wrogów Moskwy. Niestety sami w Polsce robimy sporo, by pokazać nasz kraj jako nieprzygotowany do realnej walki z rosyjskimi operacjami destabilizującymi RP. To jeden z elementów, który należy brać pod uwagę przewidując kolejne ruchy rosyjskich służb. Niestety, obawiam się, że niedługo znów o nich usłyszymy. Jeśli doszłoby do prowokacji wojskowej podobnej do opisywanej w mediach - nasza reakcja powinna być jednoznaczna i niszcząca. Nikt kto wejdzie na teren Polski (czyli NATO) w ramach celowej, militarno-wywiadowczej operacji Rosji czy Białorusi, nie może przeżyć takiej prowokacji. Każdą eskalację rosyjską, z użyciem dronów, rakiet czy samolotów, trzeba widzieć jedynie jako element i etap działań przeciwko Polsce. Tylko nasza twarda i niszcząca reakcja ma szansę pokazać Moskwie, że nie żartujemy...
