It's not because of the hanafi fiqh permitting payment of jizyah, caste-system as a "bulwark" against conversion, village-level panchayat system, or any of the other factors people often appeal to. It's ultimately due to demographics and demographic differential. It was difficult for a couple thousand Turks to enforce a "top-down" decree from Delhi upon tens of millions of people in remote villages. The Hindu holy city of Vārāṇasī was leveled/razed and rebuilt at least three times during the late medieval period (Delhi Sultanate + Mughal Empire) and rebuilt each time. In Old Delhi, the foremost seat of Mughal power (moreso than Agra, Lahore, etc.) and the Islamicate city par excellence, not a single temple was built between 1639 to 1739, corresponding to the reigns of Shahjahan and Aurangzeb. These were not pluralistic rulers. On the contrary, the absence of temples was a reflection of the emperor's role as Din Panah (Protector of the Faith [of Islam])
