Ten years ago, hardly any state had a ‘bond period’ requirement. Over time, government officials realized that many hardworking students in this country have a burning desire to become doctors, and that this could be exploited. One by one, every single state introduced this ‘bond practice’. It’s such a convenient arrangement for the governments—why hire doctors for the PHCs and CHCs when you can force young residents to work for minimal stipends? The “bond system” is nothing but a tax that one has to pay to the government just for wanting to become a ‘doctor’ in this country. As for the argument that the government bears the cost of doctors' education, doctors spend one year of internship and three years of residency working in government hospitals for meager pay. Those who make this argument, especially non-medicos, would not be able to spend even 24 hours in the wards or emergencies of the hospitals where doctors work for years. The bond system is nothing but the government’s exploitation of young doctors
