My demon Emily is normal Emily taken to her extreme. She feels the system of heaven and hell is hopeless and out of her control so she is obsessed with providing temporary relief from the misery of Hell, even to the long-term detriment of it's citizens

Realistically, yeah she would be extremely powerful, but she doesn't like to hurt anyone. Her main ability is being able to make joy into a physical substance which she uses to make drugs. She wants to spread happiness in a miserable place, even if it makes sinners dependant.
