Kofi Asare writes .."In 2019, the World Bank approved a loan of US$92 million under Component 1 of the Greater Accra Resilient and Integrated Development Project (GARIP) to improve drainage and reduce flooding in the Odaw River Basin by 2024. This was just the initial phase of Component 1. The entire project amount ended at about $350m after an extension in 2023. The expected beneficiary areas included: • Caprice • Nima • Kaneshie • Circle/Kwame Nkrumah Interchange • Korle Lagoon and its sea outlet • Communities along the Odaw drain from Caprice to the sea • Downstream sections of the Odaw tributaries • Middle and upstream parts of the Odaw Basin The component was expected to support dredging of the Odaw drain, repair of damaged drains, sand traps, bridge reconstruction, rehabilitation of the Korle Lagoon weir, flood detention basins and flood early warning systems. (World Bank, 2019). The key accountability question is simple: after five years, how much of this US$92 million flood mitigation promise has actually translated into reduced flooding for these communities? Between 2019 and 2024, Ghana’s sanitation sector was led by Cecilia Abena Dapaah, Freda Prempeh, and Lydia Seyram Alhassan as Ministers for Sanitation and Water Resources. Why is the Odaw area still flooding today after sinking millions of $ ? The former ministers must answer! The rain does not respect unfinished promises.-Larteh Proverb!"

1. The deplorable state of our roads is one of the biggest national security threats we face as a country. Bad roads have claimed many lives through fatal road accidents, armed robbery etc. 2. I am reliably informed that, the Surveying, Designing and Costing of Big Push road projects alone took the Ministry of Roads about 7 months to complete. 3. Resorting to the National Competitive Tendering process for the award of these critical road projects would have taken another couple months before the projects could even commence. This could have delayed the completion of most of the projects beyond 2028. 4. Competitive tendering processes have in some cases lasted for months. A typical example is the competitive tendering process for the Road Toll project that has not still be completed in about a year due to its complexities. 5. Section 40 of the Public Procurement Law provides for Single Source procurement method on grounds of urgency, among others, subject to the approval of the Public Procurement Authority (PPA). Thus, sole sourcing is lawful. The unjustified use and abuse of sole sourcing is what President Mahama and the NDC have condemned. 6. There is not a scintilla of evidence in the Fourth Estate publication that shows that the use of sole sourcing for the said Big Push road projects was unjustified or that there were any breaches of the law or abuse of the process. Neither was any evidence of the cost of the projects being inflated adduced by the Fourth Estate. 6. In opposition, the NDC never said sole-sourcing was a sin or unlawful. We only preached against the unjustified use and abuse of sole-sourcing in the award of government projects, some of which were established by the Auditor General to be inflated. In fact, some of us cited audit findings of the Auditor General to show that sole-sourced cocoa road projects, some of which were awarded to Bawumia’s brother were inflated. 7. In the case of the Big Push road projects, all projects that were awarded through sole sourcing received prior PPA approval as same was justified on grounds of URGENCY. Value for Money audits were conducted. The contracts were not awarded to a select few but rather carefully selected, multiple, competent and experienced contractors with demonstrable capacity to complete the works on time. None of the contracts have been established to be inflated. The urgency of the projects cannot be denied. And like all road projects, payments are based on actual work done certified by independent Consultants. 8. As a matter of fact, 23 out of 84 Big Push road projects, such as Suame Interchange, Ofankor- Nsawam, Adenta- Dodowa, etc. are inherited road projects that were all awarded by the previous NPP government through sole-sourcing with no dedicated funding. This government has simply novated the projects, maintained the contractors and provided for funding for them under the Big Push policy. The 23 road projects were not re-awarded. Yet, the Fourth Estate has mischievously added all these projects to their list of sole-sourced contracts awarded by this government. Clearly they could have done a better job. 9. So what’s the point really? The NDC spoke against sole-sourcing in the past so every resort by the NDC to sole-sourcing in government must be condemned? Is that the logic being canvassed by the Fourth Estate? A classical case of comparing oranges with apples.

It is disgraceful that a sitting member of Parliament would allow himself to be used by crooked companies that want to virtualy steal from COCOBOD with fictitious and fraudulent claims of over GHS120m they claim are owed them by the.previous administration when infact they are owed.just abiout GHS30m. Ato Boateng's technically qualified eyes saw through the broad day scam the company had masterminded. From the moment Ato denied this.company the opportunity to steal from COCOBOD, Ato became public enemy number 1. Machinations from within Cocobod and some senior staff of allied agencies compromised by the same company made life hell for Ato. Ato survived until eventually they landed on a pliant, verily ready assassin in Parliament who like Judas couldn't wait to sell Ato' to them. Rewards of $30k and a further $500k had been promised to finish off Ato so he would be sacked. So who are we talking about here? Ato Boateng is a Harvard trained Chartered Financial Analyst and Large Projects Manager who has worked at the IFC until he established Atlas Commodities Limited He was not hungry, he wasn't unemployed. It was his rare expertise and years of direct involvement in bean sale and management that endeared him to be asked to serve as Cocobod's Deputy Chief Executive Officer in charge of.Finance and Administration. Mr.Assafuah must render an unqualified apology to the Honourable Ato Boateng for the unjustfied character assassination. He and his friends should restrain themsselves from attempting to blackmail Ato Boateng . And please OSP, please drop the disgraceful charges. They were procured fraudulently to take down a critical pillar in cocobod- Trust me, if the ugly noise generated by this cold and marchiavellian project is allowed to fester, it would damage Cocobod's standing in the eyes of its true financial partners and ultimately lead to a raid on the finances of cocobod by a lot of criminals. It would die! Mr. President, if you let Ato Boateng go or resign kiss COCOBOD goodbye. You would have yielded to the utterly corrupt calls from those incapable of pushing their dirty deals through. This is not a scandal, my dear Lady Vim! This is arithmetic at play. You cannot give out what you don't have even if it was promised! The alternative being floated, which is to borrow and pay farmers the shortfall suggested by those who borrowed for many silly projects like the cathedral and overpriced dugouts and Covid-19 parties and in the process left the country in junk-rated and decorated economic stitches is a highway to hell's kitchen!! Heck! They even left a GHS 32billlion hole in the cocoa sector! That said, I believe two things must happen. COCOBOD is a huge drain on farmers due! It is a behemoth gobbling up 30 % of all cocoa forex receipts in dodgy administrative cost and the apparent interventions to guarantee good yields. We must downsize COCOBOD to a third of its size and restructured with world class recruitment process in the appointment of senior management! Second, we should simply adopt what obtains in Brazil .As Sitsofe Mensah recommends...
