@MichaelWebert As bad as the VCEA is, it only covers the two largest electric utilities. It doesn't even cover the coops. NY and other states foolishly set emission goals on far more elements of their economy.

@stephen_haner Michael isn’t dumb, he chose his words carefully :) Also, politicians from left to right play the same game when they are raising and lowering bills. Even advertising lower tax rate is usually an increase over what the code would mandate (or they wouldn’t be advertising it!)
