There's been so much venture and PE investment in businesses that pay individuals to be caregivers for their family members that you think it's an obvious value prop. In reality there are a ton of caregivers (including speakers at my caregiver conference) who feel the opposite.

False precision kills so many pitches. When you don't know something - say you don't know. When there are many different pricing approaches that you're considering (and you're uncertain which one will work), say that. Don't pick one and pitch that. I'd rather have a founder say what they know, what they don't know, and what they expect to learn -- then have someone be prematurely declaritive...

Insurance industry is aligned, too! The DEA is a law enforcement organization charged with creating new healthcare regulations in this instance. Many question whether DEA is the right agency to task with reforming nuanced health policy. Their role is really to monitor bad actors.
