Seriously @stoplightio if I turn off a rule is because I don't want to see the warning in the console, otherwise I would have chose `warn`, however, with `oas3-unused-component: "off"` I still get: `No results with a severity of 'error' found!` maybe time for a msg update🤔

Today I tested out #spectralcli linter for @SwaggerApi from @stoplightio! Awesome tool! A few recommendations, when I silent a rule, I don't want to see the word 'error' in the console, because I did that intentionally, we should be able to shut this off too.
