ضغوط أمريكية لوقف تمويل حرب #السودان واشنطن - سودان سكوب أعلنت النائبة الديمقراطية "براميلا جايابال" أنها قدمت، بالشراكة مع النائبة سارا جاكوبس، مشروع قانون جديد يهدف إلى إنهاء الدعم الخارجي للأطراف المتحاربة في #السودان ودفع المجتمع الدولي نحو خطوات أكثر جدية لوقف الحرب. وفي كلمتها، خلال اجتماع اللجنة الفرعية لجنة العلاقات الخارجية في الكونغرس الأمريكي، دعت "جايابال" إلى تسليط الضوء بشكل عاجل على الحرب الأهلية في #السودان التي دخلت عامها الرابع، ووصفتها بأنها كارثة إنسانية هائلة أودت بحياة أكثر من 400 ألف شخص، وأجبرت نحو 14 مليوناً على النزوح، فيما يواجه أكثر من 25 مليون سوداني خطر المجاعة وانعدام الأمن الغذائي. واستذكرت زيارتها للسودان عام 2020 عقب ثورة ديسمبر 2019 التي أطاحت بالبشير، مشيدةً بشجاعة الشعب السوداني وصموده، وبالجهود التي يبذلها الناشطون السودانيون اليوم عبر إدارة شبكات مساعدات محلية وغرف طوارئ لإنقاذ المدنيين وسط انهيار الدولة. وأدانت "جايابال" الانتهاكات والجرائم المرتكبة من طرفي النزاع، القوات المسلحة السودانية وقوات الدعم السريع، مشيرة إلى التطهير العرقي، واستخدام الاغتصاب كسلاح حرب، ومنع وصول المساعدات الإنسانية، إضافة إلى القصف المتعمد للمستشفيات والبنية التحتية المدنية. وحذّرت من التداعيات الخطيرة للدعم السياسي الذي تقدمه بعض الدول، مثل #السعودية و #مصر و #تركيا، لشرعية القوات المسلحة داخل الأمم المتحدة، وأشارت إلى خطورة التصريحات الصادرة عن قادة الطرفين، حيث نقلت أن #حميدتي يتحدث عن الاستعداد للقتال حتى عام 2040، بينما يطرح #البرهان خطاباً يقوم على تطهير #السودان من الدعم السريع. وفي ختام حديثها، دعت النائبة الأمريكية الولايات المتحدة إلى استخدام نفوذها الكامل، الأخلاقي والدبلوماسي، للضغط على الدول الداعمة للطرفين، وعلى رأسها #الإمارات، وضمان وصول المساعدات الإنسانية دون عوائق، وتوثيق جرائم الحرب والجرائم ضد الإنسانية واحتمالات الإبادة الجماعية، مع اتخاذ خطوات ملموسة لحماية المدنيين وتوسيع حظر الأسلحة ليشمل #السودان بأكمله. وشددت جايابال على ضرورة ألا يتم الاعتراف دولياً إلا بحكومة مدنية منتخبة ديمقراطياً تمثل #السودان في الأمم المتحدة، معربة عن امتنانها للجهود الحزبية المشتركة داخل #الكونغرس، ومؤكدة أن #الولايات_المتحدة لا تستطيع تجاهل هذه الأزمة، وأن الشعب السوداني يستحق السلام والديمقراطية.

On effective mediation strategies: The experience that can be cited is that which was carried out by #IGAD to resolve the conflict between the government of Sudan and the #SPLM of #SouthSudan. That presentation was the Declaration of Principles, which boiled down to “either the government of Sudan accepts a secular governance in #Sudan, or accepts the right of the South Sudanese to decide whether they want to continue as part of #Sudan, ruled by an #Islamist ideology, or separate”. This was the defining point for agreement on a solution. The government of #Sudan, which was militarily and politically under pressure from the #IGAD region and the #Troika (the #US, the #UK, and the #EU) as well, was forced to accept the proposal, i.e., the referendum for #SouthSudan, rather than drop its #Islamist ideology and control of the rest of #Sudan. The acceptance of this principle by both was the defining common point for a solution to the conflict. The referendum led to separation and stopped the war with #SouthSudan, but unfortunately not with the other marginalized nationalities within #Sudan.

Firstly, more than most other African countries, #Sudan is rich in ethnic and cultural diversity: It is composed of a multi ethnic, multi-cultural, multi-lingual, and multi-religious population. Yet, the country has, at least since its independence, been defined and governed by the ruling elites in #Khartoum as just an Arab and Muslim country. This marginalization of the non-Arab and, particularly, non-Muslim peoples in the peripheries has continued to cause violent conflicts between the ruling elites and those marginalized. This polarization and conflict intensified particularly since the ascendance of the Islamists to power, which further alienated these groups. Second, the Sudanese military, whose creation predates that of independent #Sudan, came to control the country's power and resources (directly or indirectly). With the Islamists dominating that institution, not only did the conflict between the ruling elites and the marginalized peripheries intensify further, but it also led to an overall pauperization of the whole lower classes in the country and deeper inequality, eventually resulting in a mass uprising across the country in 2019. The conflict thus widened to take both an ethnic and a class dimension. The competition and breakout of war between two factions of the military have exacerbated and confused the nature of the basic conflicts in #Sudan, but they do not change it. I believe there is a need to have a deeper understanding of the double-layered nature of the conflict and to adopt appropriate strategies to solve it. The vast majority of #Sudanese are interested in establishing a united, democratic, and peaceful Sudan, and many have already started working in that direction. Many such Sudanese are calling for the formation of a federal, secular, and democratic #Sudan as a solution to aim for.
