Who Am I? At the age of 41, who you are should be transparent. I was born into a Congress-supporting family that idealised the path shown by Mahatma Gandhi, Swami Vivekananda, Subhas Chandra Bose, Abul Kalam Azad, Jawaharlal Nehru and B. R. Ambedkar. By the time I was born, that legacy had been carried forward by Indira Gandhi and Rajiv Gandhi. Born in the 80s, raised in the 90s, and coming of age in the 2000s, I grew up in the heart of Sealdah. A Jacobian of St. James’ School, I look at the Kolkata of today and often wonder—where did that spirit go? The idea of “live and let live” seems to be fading. The in-your-face violence, the erosion of safety in what was once called the City of Joy, and the fear that now touches even our women—these are not the values we grew up with. Today, we see law enforcement hesitating before muscle power, while ordinary, law-abiding citizens struggle to raise their voices against illegal construction and corrupt practices that block the future of the next generation. I grew up in missionary schools where people of all faiths studied together in harmony. We built friendships that still endure. When we meet today, there is a quiet reflection—of how much has changed, and of the world our children are inheriting By the blessings of the Almighty, and through a father who not only gave me his name but gave me the freedom to pursue my dreams, I was able to study—from school to college in the United Kingdom—completing both my undergraduate and postgraduate education. I then spent five years working with ArcelorMittal, built by Lakshmi Mittal Yet, through all of this, there was a feeling within me—that I never truly knew the man my father was in his fullest sense. Not once did he speak of his own struggles or pressures. Here was a man who fulfilled his responsibilities to his family, while also caring for thousands. He never turned anyone away, regardless of background, even as age and ill health took their toll Against his wishes, I returned to Kolkata to become his shadow. My father, Somendra Nath Mitra, was one of the most secular individuals one could encounter in public life. He never made politics personal. From monks to priests, from Imams to members of the Jain and Sikh communities his door was always open. I have inherited his name. That is my greatest strength, and my greatest responsibility. It is my life’s purpose to uphold every value and every legacy that his name represents. He served Sealdah. I now wish to serve Ballygunge, place we called home until his final days. He remained ever grateful to his leaders Indira Gandhi, Rajiv Gandhi, & later, Rahul Gandhi. It was Rahul ji who entrusted him with the responsibility of leading the Congress in his final years—a role that brought him immense pride and fulfilment. As a son, I remain deeply grateful to Rahul ji for giving my father that moment of joy and honour. He passed away as President, and I stand today carrying his name with pride. I promise to uphold his values. I will meet every resident of Ballygunge. I will work to build a better and brighter future for you and for the generations to come. I stand today at half the age of my opponent, Shri Sovandeb Chattopadhyay. While he approaches what may be his final election, I stand at the beginning of my journey with the energy, commitment, and hunger to serve, and to return to you every five years seeking your continued trust. Your blessings and your belief in me are all I seek. I live among you in Ward 69 with my wife and our two daughters. We are as much stakeholders in Ballygunge as each one of you. This explains why I kept a safe distance from Modi from the time he assumed power in May 2014. I did not even go to gift him a copy of my book on him. Just sent an unsigned copy through his favourite bureaucrat Bharat Lal! The names of women who were made MPs and ministers by Modi due to intimacy with him were being whispered loudly enough within Sanghi power networks right at the outset. That is why I took precautions very early on. The names of those like Hardeep Puri who provided him special services while he was Gujarat CM were also being shared in hushed tones as soon as Hardeep and Jaishankar were included in the Cabinet! In 2014, when I went for lectures to America, there too tales of his aiyyashi were doing the rounds. Appointment of 12th pass Smriti Irani as Education Minister had given credence to other scandals, till then hidden from public view. The scandal involving Mansi Soni had already reached the Supreme Court. Someone close to Modi gave me a whole set of papers submitted in the Supreme Court by the incarcerated IAS officer who too was having a rollicking time with Soni. In addition, people from Gujarat, including some of those close to Modi, shared with me disgusting stories of his sickly dalliances with women while he was Gujarat CM. And earlier while he was pracharak and BJP office bearer! Hearing those stories, I became so averse to his presence that I avoided even those functions, including marriage receptions, where Modi was likely to show up! So traumatized I was by the gory accounts that I actually sank into deep depression in 2014 which deeply impacted my health. Went for 21 days to an Ayurvedic healing centre in Coimbatore in 2015 in the hope of recovering from multiple shocks. I remember when I shared my grief at the reports I was hearing with a very senior RSS intellectual, he shrugged it off saying, "why are you so shocked? Why should his personal life bother any of us?" The appointment of #pornpeddler Amit Malviya as BJP's Social Media incharge was yet another proof of the inclinations of the top bosses of BJP! I might have overlooked his predatory sexual conduct, if he had done well on other fronts. But his aggressive peddling of genocidal vaccines and brazen attempts at crushing Hindu samaj and demonizing Hindu dharma, his outrageous patronage of Bheemtas and Meemtas to launch lethal attacks on Hindus, his slavish conduct vis a vis the Globalist Mafia, his devilish conduct in persecuting Hindus during the Kathua Kand (described in detail in my book The Girl From Kathua, A Sacrificial Victim of GhazwaE Hind) and much else, made me realize in the first term itself that we are saddled with a Satanic ruler, a CIA plant who has been put in power to wreck India, and decimate Hindus! Modi's personality disorders have convinced me that we should pay far more attention to sexual corruption of our leaders. Those who are compromised on this front very easily succumb to blackmail by enemies of Bharat, than those who are financially corrupt! Will soon provide proof of how he is being blackmailed from day one. Hence the vulgar 56 inchiya boasts!

आज अगर प्रधानमंत्री संसद में आते हैं, तो मैं उन्हें एक किताब भेंट करूंगा। यह किताब किसी विपक्षी नेता की नहीं है। यह किताब किसी विदेशी लेखक की नहीं है। यह किताब है देश के पूर्व सेना प्रमुख जनरल नरवणे की - और हैरानी की बात यह है कि यह किताब कैबिनेट मंत्रियों के हिसाब से मौजूद ही नहीं है। इस किताब में साफ़ लिखा है कि जब चीनी सेना हमारी सीमा में घुस आई थी, ऐसी नाज़ुक घड़ी में सेना प्रमुख को इंतजार करवाया। और जब निर्णय लेने का वक़्त आया, तो प्रधानमंत्री ने बस इतना कहा - “जो आपको उचित लगे, वो कीजिए।” यानी देश की सुरक्षा के सबसे गंभीर संकट में, मोदी जी ने राजनीतिक ज़िम्मेदारी से हाथ खड़े कर लिए। जनरल नरवणे खुद लिखते हैं कि उस समय उन्हें महसूस हुआ कि राजनीतिक नेतृत्व ने सेना को अकेला छोड़ दिया। यही वह सच्चाई है जिसे बोलने से मुझे संसद में रोका जा रहा है। देश सवाल पूछ रहा है और सरकार जवाब देने से भाग रही है।

देश भर में “भ्रष्ट” जनता पार्टी की डबल इंजन सरकारों ने जनता की ज़िंदगी तबाह कर दी है। भ्रष्टाचार के साथ सत्ता का दुरुपयोग और अहंकार का ज़हर BJP की राजनीति में ऊपर से नीचे तक फैल चुका है। इनके सिस्टम में गरीब, असहाय, मज़दूर और मध्यमवर्ग की ज़िंदगी सिर्फ़ आंकड़ा है और “विकास” के नाम पर वसूली-तंत्र चल रहा है। उत्तराखंड में अंकिता भंडारी की निर्मम हत्या ने पूरे देश को झकझोर दिया - लेकिन सवाल आज भी वही है: सत्ता का संरक्षण BJP के किस VIP को बचा रहा है? कानून सबके लिए बराबर कब होगा? उत्तर प्रदेश के उन्नाव कांड में भी पूरा देश देख चुका है कि सत्ता के गुरूर में अपराधियों को कैसे बचाया गया और पीड़िता को न्याय के लिए कितनी कीमत चुकानी पड़ी। इंदौर में ज़हरीला पानी पीकर मौतें हों या गुजरात-हरियाणा-दिल्ली तक “काले पानी” और दूषित सप्लाई की शिकायतें - हर तरफ़ बीमारियों का डर है। राजस्थान की अरावली हो या प्राकृतिक संसाधन - जहां-जहां अरबपतियों का लालच और स्वार्थ पहुंचा, वहां-वहां नियमों को रौंद दिया गया। पहाड़ काटे जा रहे हैं, जंगल उजाड़े जा रहे हैं - और जनता को बदले में मिल रहा है: धूल, प्रदूषण और आपदा। खांसी के सिरप से बच्चों की मौतें, सरकारी अस्पतालों में नवजातों को मारते चूहे, सरकारी स्कूलों की गिरती छतें - ये “लापरवाही” नहीं, भ्रष्टाचार की सीधी मार है। पुल गिरते हैं, सड़कें धंसती हैं, ट्रेन हादसों में परिवार मिट जाते हैं और BJP सरकार हर बार वही करती है: फोटो-ऑप, ट्वीट और मुआवज़े की औपचारिकता। मोदी जी का “डबल इंजन” चल रहा है - लेकिन सिर्फ़ अरबपतियों के लिए। आम भारतीय के लिए ये भ्रष्टाचार की डबल इंजन सरकार विकास नहीं, तबाही की रफ्तार है - जो हर दिन किसी न किसी की ज़िंदगी कुचल रहा है। #BhrastJanataParty

मनरेगा के खात्मे का एक ही मकसद है - गरीबों के रोज़गार के अधिकार को मिटाना, राज्यों से आर्थिक और राजनीतिक शक्ति चुराना, और उस पैसे को अरबपति मित्रों को पकड़ाना। ‘एक अकेले’ प्रधानमंत्री की मनमानी का नुकसान पूरा भारत भुगतेगा - रोज़गार खत्म होंगे, ग्रामीण अर्थव्यवस्था टूटेगी। और, जब गांव कमजोर होंगे, तो देश कमजोर होगा।

(18-08-2005) मनरेगा कानून जब संसद से पास किया गया, उस वक्त श्रीमती सोनिया गांधी जी का लोकसभा में दिया गया वक्तव्य - मैं 'नेशनल रूरल एंप्लॉयमेंट गारंटी बिल' का समर्थन करने के लिए खड़ी हुई हूं। मैं समझती हूं कि ये एक ऐतिहासिक अवसर है। आज हम 2004 के कांग्रेस पार्टी के घोषणा पत्र का सबसे महत्वपूर्ण वादा पूरा कर रहे हैं। आज हम अपनी UPA सरकार के नेशनल कॉमन मिनिमम प्रोग्राम का सबसे महत्वपूर्ण संकल्प पूरा कर रहे हैं। जो लोग देश के ग्रामीण इलाकों में रहते हैं या फिर उन क्षेत्रों का दौरा करते हैं, उन्हें अच्छी तरह से मालूम है कि वहां ऐसे लोगों की कितनी बड़ी संख्या है, जिन्हें रोजगार की जरूरत है और वे सार्थक काम की खोज में किस तरह से भटक रहे हैं। इंफ्रास्ट्रक्चर की कितनी कमी है और वह कमी बिल्कुल साफ दिखाई देती है। नेशनल रूरल एंप्लॉयमेंट गारंटी के इस महत्वपूर्ण विधेयक के जरिए हम इन दोनों मुद्दों का समाधान खोज रहे हैं और अपने गांव में एक बुनियादी परिवर्तन लाने की कोशिश कर रहे हैं, क्योंकि हमें एहसास है कि हमारे दो-तिहाई भाई-बहन उन्हीं गांवों में रहते हैं। इस विधेयक के जरिए हम उन्हें उनका अधिकार और उनका जायज हक देने की शुरूआत कर रहे हैं, जिससे वे भविष्य में एक बेहतर जिंदगी जी सकें। हमने नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम के मौजूदा स्वरूप पर पहली बार 2002 में गुवाहाटी में मुख्यमंत्रियों के सम्मेलन में विचार विमर्श किया था। इसके बाद माउंट आबू और श्रीनगर के सम्मेलन में इस पर चर्चा हुई थी। हम सब ने महसूस किया कि रोजगार की सुरक्षा देना और ग्रामीण इलाकों में मूलभूत ढांचे को बढ़ाना बहुत ही अनिवार्य है। इस तरह से ऐसा विधेयक हमारी पार्टी के 2004 के घोषणा पत्र का एक केंद्रीय मुद्दा बना। 1970 के दशक में जब महाराष्ट्र में सूखे का संकट आया था, तब उस समय मुख्यमंत्री श्री वसंतराव नाइक जी ने इंदिरा जी के समर्थन से महाराष्ट्र में एक एंप्लॉयमेंट गारंटी स्कीम को लागू किया था। आने वाले वर्षों में इस योजना को राष्ट्रीय स्तर पर लागू करने का प्रयास हुआ, लेकिन किसी न किसी वजह से यह संभव नहीं हो सका। मुझे याद है कि 1980 में इंदिरा जी ने एक रूरल लैंडलेस एंप्लॉयमेंट गारंटी प्रोग्राम शुरू किया था। 1987 में राजीव गांधी ने जवाहर रोजगार योजना का आरंभ किया था और फिर 1993 में जब डॉ. मनमोहन सिंह जी, श्री पीवी नरसिम्हा राव के मंत्रिमंडल में वित्त मंत्री थे, उस समय 120 पिछड़े जिलों में एंप्लॉयमेंट एश्योरेंस स्कीम शुरू हुई। इन सारे कार्यक्रमों में बुनियादी सिद्धांत रोजगार की एग्जीक्यूटिव गारंटी तक सीमित था, लेकिन हमारा नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम की तरह लीगल गारंटी के सिद्धांत पर आधारित है, यानी यह कानून की तरह लागू होगा। यह बिल सामाजिक कार्यकर्ताओं, स्वयंसेवी संस्थाओं, अनुभवी प्रशासकों और खुद ग्रामीण इलाकों में रहने वाले लोगों के साथ व्यापक विचार विमर्श के बाद तैयार हुआ है। स्टैंडिंग कमेटी और अन्य मंत्रालय ने भी इस पर गंभीरता से विचार किया है, वहीं इस पर बारीकी से पब्लिक डिबेट भी हुई थी। राजनीतिक भेदभाव के बगैर समाज और सरकार के बीच आपस में किस तरह सहयोग के साथ काम हो सकता है, मैं समझती हूं कि यह विधेयक उसकी जीवंत मिसाल है। इसे सदन में पेश होने में 14 महीने लगे, लेकिन मैं समझती हूं कि इस समय का पूरा और सही इस्तेमाल हुआ है। एक तरह से नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम की शुरुआत के तौर पर UPA सरकार ने काम के बदले अनाज का राष्ट्रीय कार्यक्रम देश के 150 सबसे पिछड़े जिलों में लागू किया था। काम के बदले अनाज के कार्यक्रम की चर्चा करते हुए, मैं सदन को यह याद दिलाए बगैर नहीं रह सकती कि आज से 3 साल पहले हमारा अनाज का भंडार 60 मिलियन टन से भी ज्यादा था और उस समय अनेक राज्य खासतौर से वे राज्य जहां कांग्रेस की सरकार थी लगातार सूखे की मार झेल रहे थे। उस समय हमारी पार्टी ने NDA सरकार से बार-बार आग्रह किया था कि नेशनल एंप्लॉयमेंट गारंटी स्कीम के वादे के तौर पर देश में काम के बदले अनाज कार्यक्रम शुरू किया जाए, जिससे लाखों लोगों की जिंदगी बचाई जा सके। हमारे गोदाम अनाज से भरे हुए थे, मगर लोग भूख से बेहाल थे। NDA सरकार ने लगातार आग्रह को अनसुना कर दिया। इसलिए आज हम सबको, इस बात का गर्व है, बहुत संतोष है कि इस विधेयक के जरिए हम उन करोड़ों लोगों की मदद करने की कोशिश कर रहे हैं, जिन्हें उनकी सचमुच जरूरत है। महोदय, मैं बहुत संक्षेप में महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम के कुछ फायदे गिनाना चाहती हूं। इसके लागू होने से खेत-मजदूर को ज्यादा वेतन मिला और उनकी जिंदगी में खास तौर से महिलाओं की जिंदगी में काफी सुधार हुआ। कुछ आंकड़े बताते हैं कि वहां एंप्लॉयमेंट गारंटी स्कीम में काम करने वाले लोगों में 40% से 50% तक महिलाएं हैं। जहां सिंचाई के साधन नहीं हैं, वहां भी उत्पादन बढ़ा है और एक बात की जानकारी शायद काफी लोगों को नहीं है कि 1990 के दशक में इस एंप्लॉयमेंट गारंटी स्कीम के जरिए करीब 10 लाख हेक्टेयर जमीन को बागवानी के लायक बनाया गया था। There are numerous significant features in this Bill, but to my mind there are three vital ones which I would like to highlight. First, elected panchayat institutions have been given a pivotal role. This programme would therefore lead to the financial and administrative empowerment of panchayat bodies as well. Second, the Bill goes beyond traditional civil works. It includes watershed development, renovation of water bodies, desilting of tanks, afforestation, and wasteland restoration. And for the first time, irrigation works can be taken up on lands owned by members of the Scheduled Castes and Scheduled Tribes. Also, women labourers will be given priority. Third, the Bill clearly prohibits—and I think this is a very important aspect—it clearly prohibits the engagement of contractors for the execution of works. Now, apart from these significant features, the most important thing to keep in mind is that this Act is coming into force against the background of the UPA Right to Information Act, passed in this House three months ago. This is an Act far more progressive than the previous one. The new Right to Information Act will therefore enable social audits and greater public scrutiny of the programme. It will ensure greater accountability of panchayat bodies and district administrations as well. For example, muster rolls will no longer be kept secret, and budgets and works will have to be made public. All this together will ensure that only those who really need work will be employed, and only those schemes required by the community will be taken up. Employment guarantee programmes are no substitute for sustained economic growth. We see economic growth and employment guarantee programmes going hand in hand. We also do not see, as some do, such programmes as handouts, as dole, or as populist giveaways. We see this Act as the human face of economic reforms, making the process of economic growth more inclusive and more equitable. This Act is part of the Congress Party and UPA agenda for social transformation. It is part of an agenda which, in the last 14 months, has seen unprecedented increases in public expenditure on elementary education, mid-day meals, public health, and women and child development. It is an agenda to which all of us in the UPA are firmly committed. Our country is full of success stories which inspire us, but there is still widespread destitution which pains us and challenges us. Our country has touched great heights of endeavour, which we of course acclaim, yet there is still vast deprivation which we must all strive to eliminate. We all know only too well how inequitable, how unjust the lives of the poor are, especially when we compare them to the excesses and waste that we see all around us these days. This National Rural Employment Guarantee Act is a response to the needs of crores of Indians, whose right it is to a better life for themselves and for their children. A time will come—and I hope not too far in the future—when there will be no need for such extensive programmes. But until such a time, I believe we cannot just sit idly by and hope that economic reforms alone will create adequate employment opportunities in rural India. I would like to say a few words on the financial implications of this legislation, because there have been some critical comments. I believe that an economy which is growing at 7 per cent per year can and should find the resources for such a crucial intervention. While it is for the Central Government to find the bulk of the resources, the States too have a key—indeed, a critical—role to play in its monitoring and implementation. I also feel that we must use this momentous occasion to effect fundamental changes in government expenditure to better support larger social goals. We need to consolidate many schemes and programmes. We now have an opportunity to use the employment guarantee, for instance, for irrigation and rural roads, which are very much part of the UPA Government’s Bharat Nirman programme. As someone who has implicit faith in this Bill, I also acknowledge that there has been some cynicism and concern about it. These doubts, I feel, cannot simply be dismissed; they have to be addressed. Let us be frank with ourselves. Our programmes do not always work out the way they are planned or intended to. The benefits do not always reach the poor. Delivery systems often claim too large a share of the outlays. While the Central and State Governments must bring about innovations in delivery systems, political parties cutting across party lines—all of us—must play a more proactive role in monitoring and mobilisation. Above all, I believe we need to rid ourselves of the 'Sab Chalta Hai' attitude. Before I conclude, I want to personally thank our Prime Minister, under whose leadership this Bill is being introduced. For his steadfast support to it and to its objectives, he has had to balance various considerations. But in standing firmly behind this Bill, he is standing up for crores and crores of our people whose lives depend on its success. We are today passing a truly radical law—a law with far-reaching and profound consequences. But the real challenge begins now: in making sure that the legislation works in the manner it is meant to, in a manner that will tangibly impact the lives of our brothers and sisters in rural India. To this, I am personally committed. To this, the Congress Party is committed. To this, the UPA Government is committed.

भाई और बहनों.. नमस्कार मुझे आज भी याद है, 20 साल पहले डॉ. मनमोहन सिंह जी प्रधानमंत्री थे, तब संसद में मनरेगा कानून आम राय से पास किया गया था। यह ऐसा क्रांतिकारी कदम था, जिसका फायदा करोड़ों ग्रामीण परिवारों को मिला था। खासतौर पर वंचित, शोषित, गरीब और अतिगरीब लोगों के लिए रोजी-रोटी का जरिया बना। रोजगार के लिए अपनी माटी, अपना गांव, अपना घर-परिवार छोड़कर पलायन करने पर रोक लगी। रोजगार का कानूनी हक़ दिया गया, साथ ही ग्राम पंचायतों को ताकत मिली। मनरेगा के जरिए महात्मा गांधी के ग्राम स्वराज के सपनों के भारत की ओर एक ठोस कदम उठाया गया। पिछले 11 साल में मोदी सरकार ने ग्रामीण क्षेत्रों के बेरोजगार, गरीबों और वंचितों के हितों को नजरअंदाज कर मनरेगा को कमजोर करने की हर कोशिश की, जबकि कोविड के वक़्त ये गरीब वर्ग के लिए संजीवनी साबित हुआ। लेकिन बहुत अफसोस की बात है कि अभी हाल में सरकार ने मनरेगा पर बुलडोजर चला दिया। न सिर्फ महात्मा गांधी का नाम हटाया गया, बल्कि मनरेगा का रूप-स्वरुप बिना विचार-विमर्श किए, बिना किसी से सलाह-मशवरा किए, बिना विपक्ष को विश्वास में लिए मनमाने ढंग से बदल दिया गया। अब किसको, कितना, कहां और किस तरह रोजगार मिलेगा, यह जमीनी हकीकत से दूर दिल्ली में बैठकर सरकार तय करेगी। कांग्रेस का मनरेगा को लाने और लागू करने में बड़ा योगदान था, लेकिन यह पार्टी से जुड़ा मामला कभी नहीं था। ये देशहित और जनहित से जुड़ी योजना थी। मोदी सरकार ने इस कानून को कमजोर करके देश के करोड़ों किसानों, श्रमिकों और भूमिहीन ग्रामीण वर्ग के गरीबों के हितों पर हमला किया है। इस हमले का मुकाबला करने के लिए हम सब तैयार हैं। 20 साल पहले अपने गरीब भाई-बहनों को रोजगार का अधिकार दिलवाने के लिए मैं भी लड़ी थी, आज भी इस काले कानून के खिलाफ लड़ने के लिए प्रतिबद्ध हूं। मेरे जैसे कांग्रेस के सभी नेता और लाखों कार्यकर्ता आपके साथ खड़े हैं। जय हिंद 🇮🇳 : CPP चेयरपर्सन श्रीमती सोनिया गांधी जी 📍 दिल्ली
