Low IQ is genetic and can't be fixed. Low IQ people are inherently more violent. Low IQ people are often tribal. Low IQ people tend to breed...a LOT. Low IQ people's offspring will have low IQ too. There is no easy fix for a low IQ culture. Thousands of years of history has proven this. Low IQ tribal cultures do not advance on their own or they advance very slowly. They mostly remain stagnant because they live for today and for the moment.
