@sylvania_raiden @po78164278 Oh... that, I'm not so sure. Running a search on it forces the search engine to correct it to おっぱいせいじん which would likely be "Boob Guy", usually asked in a question like "Are you a boob guy or an ass guy?". I'm not certain if this would be what you were going for.

@po78164278 @sylvania_raiden I've never heard "tits men" being used but I heave heard the phrase "boob guy" to descibe a man who is fixated on women's breasts. This is not to be confused with "Man Boobs" which describes unwanted fat or flab on a (typically heavyset) man's chest.
