In 2000 537 votes in Florida decided a presidential election, today one vote decides a mayoral race. It’s why in 2004 the Baker/Carter report said even a single fraudulent vote undermines the integrity of an election. It’s why the Office of Election Crimes and Security was created. It’s why the critics are wrong when they oppose our election integrity efforts because they claim the amount of fraud is small.

@tzsmith With that said, I'll ask you the last time: Why not have Congress give D.C. residents a chance to decide the issue of the death penalty themselves? What's the harm in engaging the residents who would be impacted on such a consequential policy change?

The Constitution gives Congress lawmaking authority over our nation's capital. And given the pro-crime policies passed by the @councilofdc over the past several years, Congress has--on a bipartisan basis--rejected several of those proposals.

The last time Congress considered bringing the death penalty back to D.C. about 30 years ago, it at least let residents vote on the issue. (They voted it down.) This op-ed argues Congress should just do it because it can, no need to consult the people who live in the city.

@maustermuhle You still haven't answered my question whether you think it's ever appropriate for Congress to directly legislate for the District. And I suspect that's because we fundamentally disagree about the role Congress does, and should, play in that process.

@tzsmith OK, but then why not engage D.C. residents on something as big as this? Republicans did so back when they ordered the referendum in the early 1990s. Is the argument that Congress should do it just because it can? Might makes right, in effect?

@tzsmith @councilofdc It is a matter of constant amazement to me that Mayor Bowser-a very Left Mayor- has veto'd such things as lowering the penalties for car jacking, been overridden unanimously by the D.C. Counsel, and she is leaving and they will still be there.
