Condemnation of NH-202 Ambush Attack, Clarification of Thadou Identity, and Police Complaint Against False Association with Kuki MEDIA RELEASE Imphal, the 18th April, 2026 Thadou Inpi Manipur strongly condemns the brutal attack, killing, and ambush along National Highway-202 near T.M. Kasom village on 18th April, 2026, in which two innocent lives were tragically lost, reportedly carried out by suspected Kuki terrorist groups. We call for the immediate identification, arrest, and punishment of all those responsible in accordance with the law. In connection with the press statement issued by Naga Peoples’ Union, Imphal, for the false and defamatory use of the term “Kuki-Thadou terrorist,” which maliciously drags the Thadou community into the incident without evidence, a formal police complaint has been lodged at Imphal Police Station for necessary action as per law for misleading the people of Manipur by portraying Thadou as part of Kuki. Media outlets are also urged not to include Thadou in their publications, as this is totally misleading. Thadou Inpi Manipur reiterates that Thadou is a distinct people with a distinct identity, history, language, culture, and institutions. Thadou is not Kuki, not under Kuki, and not part of Kuki in any manner. Any person bearing the Thadou name but promoting Kuki identity does so in an individual capacity and does not represent the collective will or aspirations of the Thadou people. The Thadou people are non-violent, peace-loving, and law-abiding people with no militant or volunteer armed groups. We firmly believe in the rule of law and peaceful democratic processes. It is deeply unfortunate that the continued impunity enjoyed by Kuki extremist and terrorist groups has enabled repeated violence, and the Thadou people remain among the worst victims of such acts. THADOU HUMAN RIGHTS ADVOCACY PRESS STATEMENT Imphal, the 18th April, 2026 Thadou Human Rights Advocacy has submitted a memorandum to the Hon’ble Prime Minister of India, the Hon’ble Governor of Manipur, the Union Home Minister, the National President of Bharatiya Janata Party, and the Hon’ble Chief Minister of Manipur seeking urgent reforms for the restoration of law and order in the State. The memorandum stated that during the BJP Legislature Party meeting in New Delhi on 3rd February 2026, Shri Y. Khemchand was elected Leader and Chief Minister, while Shri Konthoujam Govindas was simultaneously entrusted with Cabinet rank and the Home portfolio. This declaration was not only rare and exceptional, but also clearly reflected the confidence of the central BJP leadership in Shri Govindas to strengthen governance and restore normalcy in Manipur. Key demands include the immediate reconstitution of the Unified Headquarters with Home Minister Shri Konthoujam Govindas as Chairman of the Combined Headquarters (CHQ), and amendment of the Manipur Allocation of Business Rules under Article 166 to place all IPS and State Police Service appointments, transfers, promotions, and service matters under the Home Department, on the lines of Assam, in order to strengthen command, improve accountability, and ensure faster responses to security challenges. Unless the Home Department under Shri Govindas is institutionally empowered, effective policing, accountability, and coordinated security response will remain constrained, thereby rendering the confidence reposed by the central BJP leadership in appointing him as Home Minister during the Legislature Party meeting pointless. THRA warned that without clear institutional authority and accountability, the people of Manipur will continue to suffer from administrative lapses, weak coordination, and delayed justice despite the appointment of Shri Govindas as Home Minister. MEDIA RELEASE Treat Kuki Terrorism as Terrorism — End Kuki Appeasement Now The Thadou Community International (TCI) unequivocally condemns the cold-blooded murder of two innocent Manipuri children—a five-year-old boy and a five-month-old baby girl—by suspected Kuki terrorists in Tronglaobi, Bishnupur district, at approximately 1:30 a.m. on April 7, 2026. Their mother remains injured in this barbaric attack. This tragedy is not an isolated incident; it is the direct and predictable outcome of prolonged state inaction and a dangerous policy of appeasement. We mourn the loss of these children with profound grief—but grief alone is insufficient. Justice must be delivered. Accountability must be enforced. The people of Manipur must unite against terrorism in all its forms and reject any ideology that seeks to divide, destabilise, and destroy. Silence is complicity. Inaction is failure. The time to act is now. For far too long, Thadou civil bodies have warned repeatedly about the dangers of Kuki appeasement amid rising radicalisation, organised violence, and expanding extremist networks. These warnings have largely been ignored. Instead of confronting the threat decisively, authorities have tolerated—and at times effectively legitimised—violent forces, as reflected in the recent engagement between the state government and the Kuki-Zo Council (KZC) outside Manipur at Guwahati. Meanwhile, genuine pro-peace civil society organisations, including Thadou Inpi Manipur, have been systematically sidelined. The consequences of this failure are evident. When terrorism is not identified and confronted as such, it grows bolder. When violent actors are appeased rather than dismantled, innocent lives are lost. This morning’s attack is a stark indictment of continued negligence and inaction. Coinciding with the 8th State-Level Hun-Thadou Cultural Festival 2026 in Imphal, the book “Manipur in Peril: The Danger of Kuki Supremacism and Radicalism” with the sub-title “The Thadou Struggle: Defending Peace and Indigenous Identity Against Persecution” was released on the day, as scheduled. Produced by the Thadou Students’ Association, Thadou Inpi Manipur, and Thadou Community International, it offers a rigorously documented analysis of the ideological drivers and operational networks behind ongoing Kuki violence. Its message is clear and urgent: ignoring the root causes of extremism deepens instability and prolongs suffering. Policymakers and the public can no longer afford denial or selective blindness. The book exposes a largely overlooked reality: the rise of Kuki supremacist ideology, violent campaigns, and manipulation of identity politics have systematically marginalised and persecuted the Thadou community in Manipur and beyond. Drawing on historical, political, and ethnographic evidence, it demonstrates how the construction and persistence of “Kuki” as a political identity—particularly through the “Any Kuki tribes” (AKT) category—combined with coordinated militant and political networks, has destabilised Manipur’s plural society and threatened indigenous identities and interests. It examines how power, intimidation, and socio-political engineering have allowed extremist ideologies to take root, creating a crisis that extends beyond the Thadou community. Tracing the colonial-era formation of the “Kuki” identity, the book shows how it has been leveraged for expansionist agendas in Manipur and neighbouring regions, documenting the suppression of Thadou identity, the role of Kuki armed militant groups along with their proxies, including so-called Kuki CSOs, particularly Kuki Inpi, KSO, Kuki-Zo Council as well as Kuki churches or their leaders, in enforcing control, and the complicity of political actors through Kuki appeasement policies and frameworks such as the Suspension of Operations (SoO) agreement. PRESS CONDEMNATION Imphal, the 7th April, 2026 Thadou Inpi Manipur (TIM) strongly condemns the barbaric bomb attack carried out today at Tronglaobi Awang Leikai, Bishnupur district, by Kuki terrorists. This cowardly act has resulted in the tragic deaths of two innocent children, a 5-year-old boy and a 5-month-old baby girl, who were sleeping in their home. Their mother sustained injuries. We declare these two young victims as Manipur Peace Martyrs. The timing of the attack, coinciding with the 8th Hun-Thadou Cultural Festival 2026, and its location clearly indicate a deliberate attempt to target the Thadou community, its identity, and its cultural expression. Such inhuman acts of terror by Kuki terrorist groups are intended to spread fear and undermine the unity of Manipur. Thadou Inpi Manipur demands that the Government of Manipur and the Central Government take immediate, firm, and decisive action to dismantle these terrorist networks, ensure the safety of all citizens, and restore peace and justice without further delay. *TIM Demands Right to Life & Liberation from Kuki Supremacy Over Thadou Hun Festival* MEDIA RELEASE Imphal, the 31st March, 2026 Thadou Inpi Manipur has received widespread reports that certain individuals, allegedly identifying themselves as Thadous as well as Kuki or just Kuki, are issuing threats to willing Thadou community members who wish to attend the 8th Manipur State-Level Hun-Thadou Cultural Festival, 2026, scheduled for 7th April 2026 (Tuesday) in Imphal. These individuals are reportedly using the name of armed Kuki militants to intimidate and discourage participation. TIM expresses deep regret and disappointment over such divisive actions. We assert that every Thadou has the fundamental right to life, liberty, and cultural expression. We strongly condemn any attempt to create fear, panic, or division within the Thadou community through false threats or misinformation. Such campaigns undermine Thadou unity and cultural pride, and risk further worsening relations between the Thadou people and the Kuki subscribers. No individual or group has the right to obstruct Thadous from participating in this legitimate cultural event through coercion or intimidation. PRESS RELEASE THE 8TH MANIPUR STATE LEVEL HUN-THADOU CULTURAL FESTIVAL, 2026 Imphal, Manipur | 29th March, 2026 As announced earlier, preparations for the upcoming 8th Manipur State Level Hun-Thadou Cultural Festival, 2026, scheduled for 7th April 2026 (Tuesday) at Imphal, are in full swing, with all necessary arrangements underway for a successful and meaningful celebration. Initiated in 2016 following a resolution of the Thadou Conclave, Delhi – 2015, the festival is observed/celebrated annually on 7th April as a symbol of cultural unity and identity for Thadou people worldwide. It has been officially recognized as a Restricted State Holiday since 2023 by the Government of Manipur. This year’s celebration is especially significant amid recent developments in Manipur. Encouraging peace-building efforts between Thadou leadership and Meitei civil society groups have fostered renewed understanding and reconciliation. In this spirit, all community members and well-wishers are warmly invited to participate in large numbers. *Political deception, appeasement: TIM on Guwahati meet* Imphal, March 24, 2026: The Thadou Inpi Manipur (TIM) has categorically stated that the meeting held between Chief Minister Y Khemchand and Kuki-Zo Council (KZC) at Guwahati on March 21 was a calculated act of political deception, selective Kuki appeasement and a blatant betrayal of the people of Manipur. TIM has also unequivocally rejected and condemned Chief Minister Khemchand's recent meeting with the illegitimate and unmandated "Kuki-Zo Council" (KZC) . By engaging a body the State Government previously declared non-existent, the Chief Minister has exposed the collapse of credibility, consistency, and integrity in governance while surrendering to an illegitimate, non-indigenous militant group that seeks to permanently destroy and annihilate the social fabric, integrity and indigenous identity of the people of Manipur, TIM said in a statement. On December 18, 2024, the Government of Manipur officially declared: "There is no organisation called Kuki-Zo Council...its origin and authenticity are highly questionable" . Today, the Chief Minister is legitimising this phantom entity through closed-door talks outside the State. This is not governance-it is political opportunism of the worst kind. Such a brazen reversal demands not explanation, but accountability, it said. TIM said that the so-called Kuki-Zo Council has no democratic mandate, no customary legitimacy, and no acceptance among the very communities it claims to represent. The Thadou community has historically and categorically rejected the imposed "Kuki" identity and has already built grassroots pathways for peaceful coexistence with the Meitei community. Zomi (a nomenclature for several non-Kuki tribes of Manipur, Hmar, Mizo, Lushai and Ralte), and several others have repeatedly rejected and disowned the "Kuki-Zo" label, it said. KZC is nothing more than a loose front of self-appointed actors and militant-linked interests attempting to manufacture legitimacy where none exists. It is a hollow constructand the Chief Minister knows it, TIM asserted. The Chief Minister admitted the term "Kuki-Zo" was "confusing," yet extended recognition and engagement without clarity, framework, or accountability, it alleged. Past engagements involving this same entity-whether linked to highway reopening claims or arrangements involving militant groups-have yielded nothing but failure, exposing the Government's repeated reliance on ineffective and questionable intermediaries, it remarked. Genuine grassroots peace efforts between Thadou and Meitei communities have been deliberately ignored by both the State and Central Governments, TIM said. Thadou IDPs, especially those outside Manipur, continue to suffer in silence while selective and opaque benefits are extended elsewhere. The Guwahati meeting was exclusionary, opaque, and devoid of legal or democratic legitimacy, it said. TIM has demanded full and immediate disclosure of the Guwahati meeting's agenda, participants, and outcomes; a public justification for the Government's complete policy reversal since December 2024; formal acknowledgment that KZC has no legitimate representational standing in Manipur; immediate, equitable, and transparent rehabilitation for all IDPs, including every Thadou IDP, backed by publicly accessible data. It further demanded recognition and institutional support for existing grassroots peace initiatives, and a transparent, inclusive peace process conducted within Manipur-not behind closed doors outside the State.
