That’s a lesson from alcohol prohibition that was learned in about a decade. In over a century of Drugwar prohibition we have yet to learn the same lessons. Just a quick look at alcohol and tobacco and how the use of both have declined in the last few decades and it should be realized that appropriate measures for declining consumption can be achieved without the use of prohibition. Mostly through safer alternatives and educating consumers will accomplish virtually everything without the negative consequences associated with prohibition.
