Actually that was ended with TLOK: Turf Wars! Illustrator Irene Koh took it upon herself to diversity the crowds, because and I am quoting verbatim: "I've added black folk to Republic City, because why the fuck wouldn't there be!" Mind you, this entire Comic ONLY exists to pacify the LGB Community after the TLOK finale's queerbaiting. The entire story is a nothingburger, goes nowhere and the main villain disappears and nobody cared. The Comic goes on to bring LGB values to the Avatar Universe, by having Kya tell us the sexualities of every Nation. Kya herself reveals she was a lesbian all along, so was Kyoshi, we also get a reveal that Firelord Sozin was a homophobe, which is the main reason Korra hates him. We also get Korra getting angry at her Dad, because he told HER that OTHERS won't be as accepting of her sexuality as him and her mother :)
