Approval Voting eliminates vote-splitting and keeps candidates from feeling they need to drop out of the primary.
It's a simple upgrade. California can keep the top two open primary without the need to change much. Just upgrade from vote one to vote for all candidates that you approve of in the primary.

Voters are dispersed in a complex and nuanced way. But elected officials are polarized. This is directly a result of the way that Americans typically vote. We can fix this with a better voting method such as Approval Voting or STAR Voting.

Why does it often seem like politicians don't represent the people? Part of the problem is that in the current system, not every voter's vote weighs the same, leading to lopsided outcomes.
But there is a simple fix: Upgrade the voting method to one which mathematically values each voter equally.
