Nato a Monfalcone e cresciuto a Genova, Paoli è stato tra i fondatori della "scuola genovese", insieme a Luigi Tenco, Fabrizio De André, Bruno Lauzi e Umberto Bindi. Il suo nome è legato a canzoni che hanno segnato per sempre la cultura pop italiana come “Il cielo in una stanza”, scritta nel 1960.
