One detail worth adding: the 21 days did not come from FIFA. FIFA says it is monitoring the situation. The rule was set by the White House Task Force for the World Cup, an arm of the US government. FIFA runs the tournament. It does not decide who is let into the country hosting it.

🚨 𝗕𝗥𝗘𝗔𝗞𝗜𝗡𝗚: The Congo team for the World Cup MUST be in isolation for at least 21 days prior to the start of the World Cup or risk not going to the tournament.
· Andrew Giuliani, the executive director of the White House task force for the World Cup, has said the country (Congo) is experiencing a serious Ebola breakout.
· Giuliani also said that they've instructed the Congo Football Federation and the Congo government for the team to stay in a 'bubble' in Belgium, where they will train and have 2 warm-up matches.

The team cannot bring its country. But the players asked for one supporter to come with them, and the state agreed to pay for the trip.

On timing, the 21-day bubble runs in Europe, before the team flies to Houston on June 11. Both friendlies fall inside that window.
The harder part is the one you are asking. How a side sealed in an Ebola bubble plays two outside teams, Denmark and Chile, without breaking it has not been explained. The friendlies are confirmed. The match-day protocol is not.

Congo's first World Cup match is in 26 days. They play against Portugal in Houston on June 17.
They're also scheduled to play friendlies against Denmark in Belgium on June 3 and against Chile in Spain on June 9.
