NEW: Silent Shadows: Tracking Disguised PRC Vessels In The Taiwan Strait And South China Sea People’s Republic of China (PRC) incursions pose an ongoing and increasing threat to Taiwan, its outlying islands, and the South China Sea. The PRC uses disguise and concealment to confuse its adversaries, conduct sabotage and surveillance, clutter the information space, and ultimately set the conditions for further aggression. “Dark fleets” and disguised vessels lay the groundwork for maritime incursions that risk sparking military tensions at critical flashpoints.

NEW: The US-Israeli combined force continued to strike naval, military, defense industrial, and internal security sites across Iran on March 22 and 23. ISW-CTP has observed strikes in 14 provinces since 3:00 PM ET on March 22. US Central Command (CENTCOM) confirmed on March 22 that it previously struck and damaged the Qom Turbine Engine Production Plant in Qom Province. The Qom Turbine Engine Production Plant produces gas turbine engines for Iranian drones and aircraft components for the IRGC. The combined force also targeted the IRGC Imam Hossein strategic missile base in Yazd Province, the Artesh Ground Forces 21st Infantry Division headquarters in East Azerbaijan Province, an Iranian naval ammunition depot in Sirjan, Kerman Province, an Intelligence and Security Ministry building in Lorestan Province, and the Artesh Ground Forces 4th Aviation base in Esfahan Province. US President Donald Trump instructed the US Defense Department to postpone “any and all” strikes against Iranian power plants and energy infrastructure for five days to allow for dialogue. An Israeli source reported that Israel will also likely suspend its strikes on these targets. Iran continued to attack Israel with ballistic missiles containing cluster munition warheads. Iranian ballistic missiles and cluster bomb sub-munitions impacted across Israel, including in Tel Aviv, Kiryat Gat, and Ashkelon. Ballistic missile fragments also fell near Safed, northern Israel, on March 23. Iran also continued to fire at the Gulf states. Iranian ballistic missiles reportedly struck two data centers near Abu Dhabi, United Arab Emirates. An Iranian missile also impacted an uninhabited area near Riyadh, Saudi Arabia.

NEW | Evening Update: US President Donald Trump threatened on March 21 to “obliterate” Iranian power plants if Iran does not “fully open” the Strait of Hormuz within 48 hours. Iran has threatened to attack regional energy infrastructure if the United States attacks power plants in Iran. ISW-CTP has recorded several Iranian attacks on regional energy infrastructure since the war began on February 28, but the new threats could entail an expansion of such attacks. IRGC Ground Forces Commander Brigadier General Mohammad Karami visited unspecified IRGC Ground Forces units in western and northwestern Iran on March 22. The visit of the IRGC Ground Forces commander to units in northwestern provinces along Iran’s border is notable, given the combined force’s efforts to degrade internal security institutions in Iran’s western border region and reports about possible armed Kurdish mobilization along the Iran-Iraq border. The combined force continued to conduct airstrikes targeting Iranian missile production and storage facilities. MORE: Ukrainian counterattacks in southern Ukraine continue to create operational and strategic effects against Russian forces going into the Spring-Summer 2026 offensive. ⬇️ Ukrainian forces’ dual tactical efforts to halt and push back Russian gains in southern Ukraine are having cascading effects on other sectors of the front, forcing Russian forces to choose between defending against the Ukrainian counterattacks and allocating manpower and materiel for offensive operations elsewhere on the frontline. Russia’s redeployments to southern Ukraine in response to Ukrainian counterattacks are likely disrupting the Russian military command’s plans for the Spring-Summer 2026 offensive against the Fortress Belt. Russian forces have previously failed to conduct simultaneous offensives in different sectors of the front, and it is unlikely that they will be able to make significant efforts to advance in the Fortress Belt area while contending with Ukraine’s recent successes in the Hulyaipole and Oleksandrivka directions.

These IRGC officers were reportedly among the individuals who pushed to get Mojtaba selected as the next supreme leader. The IRGC claimed to target the US Fifth Fleet base in Manama, Bahrain, on March 22. Iran has fired at least seven drones targeting Kuwait since ISW-CTP’s last data cut off on March 21.
