Agreed on an individual level, but toggle ropes were always a distributed section/Platoon asset. Each soldier's rope wasn't the capability, but it contributed to the capability.
They could still be used to quickly haul soldiers/equipment upwards or lower them down. Bridging gaps or pulling obstacles, too.
A modern toggle rope wouldn't be a bad idea at all. Especially as the British Army seems to struggle with simple items like ladders.
