SIM cards are already linked to the Ghana Card. According to the minister, the missing piece was that the biometric data collected was not verified against the biometric templates in the NIA database. A sample test of 2 million registrations by the NIA and NCA showed that more than 80% matched based on facial data. If that is the case, why must the entire exercise be redone? The minister’s response is that some of the Ghana Cards captured within that 80% are fake. However, he has not provided any indication of what proportion of the cards are actually fake. It should be straightforward to identify which cards do not match those issued by the NIA. Instead of correcting the anomalous registrations, the process is simply being pushed toward a complete redo. Only in Putogum Hwiegum could this happen, because many people will not ask for details. They will just say, “hmmm, hmmm,” and go and re-register.

If EYE design a program, collect data, and later discover that none of it was ever validated against the authoritative source, I wouldn’t get to simply announce a new data collection exercise and move on. I will have to answer questions and if I can’t, I won’t have a job anymore.

This is why in Kenya newly recruited teachers receive salaries within 30 days. In Kenya, teacher certification and recruitment are both handled by the Teachers Service Commission (TSC) Once you are licensed, your academic records, bio data, and bank details are collected, verified, and stored in the database of TSC. Anytime a teacher is employed, TSC simply confirms assumption of duty and forwards the information to the paymaster via a harmonized data system. Simple!
