End the drug war, restore targeted policing of repeat violent offenders, re-establish meaningful UDAG and community block grants, fully fund the Kirwan plan for public education and, oh yeah, fund modern public transportation in the Baltimore region as if it was a a string of six-lane highways in the outer D.C. suburbs . Also, if anyone is making a list, the Orioles need just one more solid healthy starter next year. Do even half of that and Baltimore will be fine. Gotham is fucked for every sequel they make.
