5/ We believe that the characteristics of the Uruguayan program - it offers well-paid jobs in clerical occupations and is complementary to schooling - are key ingredients of its success.

4/ Over the two years following the program, the enrollment rate of treated youth is 4 percentage points higher than in the control group. Working while in school does not crowd out future school investment, but we find some evidence for crowding in instead.
