because i don't think that the US government is going to allow other countries to take the lead in AI development.
Copyright law will not be followed in China. AI development is essential to national security. If the gov refuse to exempt copyright from training data all these companies will move to a country that doesn't care.
There is no way this can be globally enforced. Hence the government will allow companies to train on copyright date.
