Here's my take: Under the Constitution you have a right to peacefully protest. Under natural law you have a right to open rebellion and the overthrow of oppressive government. If you want to stay under the existing gov, you don't get to burn down buildings or assault people, and should be shot if you try it. If you think the situation is such that open rebellion is necessary, try your luck. You better convince a goodly portion of the populace (and prob a strong majority!) in the validity and importance of your action. What is not tenable, however, is a small minority of revolution-minded shitforbrains engaging in property destruction and violence to cosplay rebellion while demanding all of the legal protections and rights of the existing system. You have to choose. It's one or the other.

@CarcosaMatt @MorePerfectUS And since the whole point here is *previously paid* fees, it's also totally irrelevant to the point that yes, many of those fees that Cato is screaming is fraud were actually paid for with taxpayer money in the first place, not being "stolen" from the immigrants themselves.
