Tracy Police announced today that it has received a grant from the California Office of Traffic Safety (OTS) to support its ongoing enforcement and education programs to help reduce the number of serious injuries and deaths on our roads. The grant program runs through September 2026.
“We are grateful to receive this grant, which will strengthen our traffic enforcement efforts and improve road safety,” Tracy Police Chief Sekou Millington said. “Through a combination of education and enforcement efforts, our goal is to reduce dangerous driving behaviors, prevent crashes, and make our roads safer for everyone."
The grant will provide additional programs and resources, including:
🚔 High-visibility distracted driving enforcement operations targeting drivers in violation of California’s hands-free cell phone law.
🚔 Enforcement operations focused on the most dangerous driver behaviors that put the safety of people biking or walking at risk.
🚔 Enforcement operations focused on top violations that cause crashes, speeding, failure to yield, stop sign and/or red-light running, and improper turning or lane changes.
🚔 Community presentations on traffic safety issues, such as distracted driving, impaired driving, speeding, and bicycle and pedestrian safety.
🚔 Collaborative enforcement efforts with neighboring agencies.
🚔 Officer training and/or recertification: Standard Field Sobriety Test (SFST), Advanced Roadside Impaired Driving Enforcement (ARIDE), and Drug Recognition Expert (DRE).
“Through focused traffic enforcement and education, we’re working toward a future where everyone will be safe on California roads,” OTS Director Stephanie Dougherty said. “By encouraging people to prioritize safety in their daily choices, we are creating a strong road safety culture together."
Funding for this program was provided by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration.

On Friday, October 31, 2025, at about 8:52 PM, the Tracy Police Department Communication Center received multiple 9-1-1 reports of pedestrians hit by a vehicle on South Tracy Boulevard near Rockport Drive.
When officers arrived, they located the two children, a boy and a girl, who had been hit by a vehicle while out trick-or-treating. Both children sustained serious injuries and were transported by ambulance to an area hospital. At this time, both children remain hospitalized in stable condition as they recover from their injuries.
The driver of the involved vehicle remained at the scene and is cooperating with the investigation.
We know this incident has deeply affected our community on what should have been a night of celebration. Our thoughts and well wishes are with the children and their family as they recover from this incident.
The Tracy Police Department’s Traffic Safety Unit was notified and responded to the scene. The collision remains under investigation by the Tracy Police Department Traffic Safety Unit. On August 18, 2025, at about 6:35 pm, the Tracy Police Department (TPD) Communications Center received reports of a fight in progress in front of a residence in the 1600 block of Tahoe Circle. As TPD Dispatchers were receiving additional information, it was reported that an involved individual had been stabbed. When Officers arrived, they located two juveniles who had sustained injuries, along with several individuals who had been involved in the altercation. The two injured juveniles were transported to area hospitals. Unfortunately, one of the victims succumbed to his injuries at the hospital during medical treatment.
The Tracy Police Department’s General Investigation Unit (GIU) responded to the scene to continue the investigation.
This incident is believed to be an isolated incident, without risk to the greater Tracy community.

🎒🚓 Back to School with Our SRO Team! 📚✨
The 2025–2026 school year is officially here, and our School Resource Officers are on campus, ready to serve and protect Tracy students! We're excited to welcome Officer Balbindar Singh to the SRO team as he begins his first year at Kimball High School, while Officer Jacob Evanoff returns to West High, and Officer Matt Ford returns to Tracy High. Our SROs are proud to support students and staff while building positive relationships throughout the school year.

On July 29, 2025, around 11:20 pm, Tracy Police Department officers responded to a report of a solo vehicle crash in the 2700 block of Holly Dr. Upon arrival, officers contacted an adult male (not believed to be a Tracy resident) involved in the crash. After conducting a DUI investigation, the male was arrested on suspicion of driving under the influence.
The male showed no signs of injury at the time of arrest and refused medical attention offered at the scene. Shortly after being taken into custody, and while still at the scene, the male collapsed and became unresponsive. Officers immediately rendered medical aid and requested emergency medical services. Paramedics arrived and transported the individual to a local hospital, where he was sadly pronounced deceased.
No force was used by officers during the incident. The male appeared to have suffered a medical emergency following his arrest.
In accordance with department policy, the Tracy Police Department’s General Investigations Unit is conducting a full investigation into the incident, alongside the San Joaquin County Medical Examiner’s Office. The identity of the deceased will be released by the Medical Examiner pending notification of next of kin.
The Tracy Police Department is committed to transparency and accountability. Further information will be released as it becomes available and as the investigation allows.

Today, on Peace Officer Memorial Day, we pause to honor the brave men and women who made the ultimate sacrifice in the line of duty.
Members of Tracy PD recently joined fellow agencies at the Fallen Peace Officer Memorial Ceremony hosted by the Stockton Police Department on May 7th to pay tribute to those who gave their lives while protecting their communities.
We will never forget their service, their courage, or their sacrifice. Today and every day, we stand with the families and loved ones of our fallen heroes. 🕊️💙

On Monday, April 28th, 2025, at approximately 6:59 PM, the Tracy Police Department Communications Center received reports of an individual lying on the ground near West 8th Street and Central Avenue. Upon arrival, officers discovered an adult male with multiple stab wounds and began administering first aid until personnel from American Medical Response (AMR) and the South San Joaquin County Fire Authority (SSJCFA) arrived. The victim was then transported to an area hospital in serious condition, but thanks to the diligent work of medical professionals, is expected to survive.
Detectives from the General Investigations Unit responded to the scene to take over the investigation.
Through the information gathered, Frank Blancarte (48 years old from Tracy) was identified as the individual responsible for the stabbing.
Following the investigation, Blancarte was taken into custody at his employer on April 29 and will be booked into the San Joaquin County Jail.

Last night around midnight, this individual robbed a gas station on MacArthur Dr. while armed with a knife. He fled on foot toward Glover Park, but not before we got some very clear images of him.
To the person in the photos: You’re not anonymous. You’re not invisible. And you’re not going to get away with it. We suggest you turn yourself in before we show up at your door. Because we will.
