News: Senators are now aiming to release text of their crypto bill “tentatively tomorrow,” Lummis tells me, adding that a bipartisan deal on how to restrict Trump’s ability to profit from digital assets remains elusive: “We’ll probably put some sort of parentheses around those ethics language bits in order to let those negotiations move forward.”

And, as I scooped last night, the White House will lose its top negotiator on these issues next Friday when @patrickjwitt departs to begin mandatory JAG training with the Georgia Army National Guard.
Witt, who has been instrumental in liaising with Congress and bringing together lawmakers, industry and law enforcement stakeholders to help get the Clarity Act across the finish line, is scheduled to report for training on July 27 under military orders.
Crypto Council Deputy Director @HarryYJung is expected to assume Witt’s responsibilities during his absence.

I spoke to IBM CEO Arvind Krishna about the warning today and here’s what he told me:
“A few large capex deals paused near the end of the quarter. It’s not widespread. It’s mainframe and the software associated with it….Mythos is making people pause to say, wait how much do I need to spend on cyber? They’re pausing on new deals until they know…We don’t see our software being disrupted by ai at all.”

The pressure to pass the CLARITY Act is ramping up.
Trump is now publicly calling on the Senate to pass the bill, arguing the U.S. can't afford to fall behind China in crypto and AI.
With the Senate back in session, a July 17 field hearing, and Congress heading into recess on August 7, the next few weeks could determine whether the CLARITY Act becomes law - or faces a much longer delay.
All eyes are now on the Senate.
